Track relevant policy and political items that may impact RXR’s business lines (i.e. familiarity with State and City budget, Federal programs, new/proposed laws and regulations, etc)
Prepare and manage budgets and schedules for pursuit of opportunities; develop budgets for pre-development periods and full project underwriting.
Similarly, work with the EVP to manage all aspects of P3-adjacent opportunities, such as private acquisitions/transactions that may have a significant public element (e.g. entitlements, opportunity zone qualification, etc.)
Prepare content and manage third-party consultants in preparation for RFP (or similar) bids
Collaborate with Investment Management Group and Development and Construction groups on all aspects of relevant projects
Work under the direction of the EVP to manage all aspects of public-private partnership work, from identification of opportunities to bid responses, site evaluation and diligence, acquisition, entitlements, pre-development and thereafter as required.
Interface with Construction team to develop estimates for consistency with project documents, legal agreements, approvals, etc.
Manage the underwriting and market concept for each project through the process to secure entitlements from relevant municipal authorities.
Ensure proper communication and overall coordination of the project team and external consultants.

Demonstrate networking ability and maintain a “can do” attitude with respect to dealing with (and negotiating with) consultants, contractors, vendors, prospective investors, partners, owners, brokers, and co-workers.
Minimum of 7 years of commercial and/or mixed-use real estate development and/or infrastructure experience required.
Be proactive, dependable, consistent, diligent, and thorough. Time management is an essential skill. Set clear timelines for task due dates. Keep timelines up to date.
Must demonstrate strong proficiency in Excel and PowerPoint, with experience in other presentation programs a plus.
Bachelor’s degree required; Master’s degree, MBA, or professional certification strongly preferred.
Familiarity with NYC/NYS/regional land use/entitlement process (including ULURP, and regional zoning approaches and respective environmental review) strongly preferred
Be a creative and independent thinker, willing and able to problem solve complex questions and issues and contribute meaningfully to creating win-win solutions for RXR and its partners
Be a highly organized, motivated, project manager capable of working independently as well as within a team
Possess sound judgment and an entrepreneurial spirit to effectively negotiate the breadth of topics and projects in the portfolio
Present effectively in public settings, including community and other stakeholder meetings, with elected and government officials, and in responding appropriately to challenging situations and questions
Must have working knowledge of real estate economics, with preference for experience in real estate development, investments, or similar field.
