Description

The Project Controls Advisor II reports to the Regional Project Controls Manager and supports a small portfolio of medium‑complexity plant‑outage projects. The role develops and maintains cost‑ and schedule‑control programs, advises project managers and site teams, and ensures projects stay on‑time and on‑budget.

• Update outage schedules daily, consult with TFAs and site leads, and recommend scope‑aligned modifications.
• Use defined tools to manage budget and forecast goals.
• Apply project‑control standards to assign budgets to planned outage activities.
• Support Job Cost Estimate development by analyzing historical data and past project experience.
• Establish and follow a project‑controls operating rhythm, delivering progress reports per Global Project Controls Policy.
• Coordinate site personnel to ensure accurate billing of project hours and capture of physical progress.
• Produce daily outage progress reports (S‑curves, earned value, SPI) during outage events.
• Analyze daily outage costs, focusing on ACWP and EAC, and suggest budget improvements.
• Issue Outage Planning Updates at least twice weekly.
• Reconcile subcontractor and supplier invoices with field cost data (timesheets, goods receipts).
• Assist the Project Controls Manager with close‑out activities and ensure proper allocation of hours, purchase orders, receipts and invoices in the accounting system.
• Generate final cost and schedule reports for GCPD and customers, and maintain historic project data for benchmarking.
• Ensure project setup in Oracle Primavera aligns with business needs and track budgets against purchase orders or subcontracts.
• Participate actively in project planning, execution, daily outage calls, and project closing activities.
• Travel as required to support field operations.

Requirements

• Require high school diploma or equivalent and 5+ years of project‑controls experience in power or oil‑and‑gas projects.
• Field experience with operations and maintenance practices.
• Proficiency with planning/scheduling software (Microsoft Project, Primavera) and SAP.
• Strong English communication skills.
• Bachelor’s degree in business, construction management, engineering or related field preferred.
• Ability to deliver reports quickly and adapt to changing priorities.
• Knowledge of Earned Value Management and project‑controls processes.
• Membership in a cost‑engineering professional network (e.g., AACE) is a plus.
• Additional language skills, data‑visualization expertise (Tableau), and advanced Microsoft Office proficiency.
• Analytical mindset and excellent communication/reporting abilities.
