  • Directs, develops, and implements comprehensive database solutions within available resources and/or justifies and leads the procurement and/or implementation of solutions requiring additional resources.
  • Maintains and shares with team members functional knowledge of the latest infrastructure integration trends, concepts, practices, and procedures to advance technology infrastructure.
  • Reviews new data resource requirements to determine if existing data is available and establishes procedures for accessing and utilizing such data; ensures that new data files are structured in accordance with database management systems.
  • Reviews application systems projects and problems through daily reports and discussions with supervisors and users. Initiates actions such as requests to modify systems or data base software, change priority status, and/or assigns additional resources to resolve problems and to expedite progress.
  • Review of a current motor vehicle report
  • Attends meetings and provides technical advice; confers frequently with user personnel on system plans and problems; makes presentations on proposed systems projects to top management officials.
  • Develops written standard operating procedures, policies to ensure consistent application of processes, including procedures for converging multiple systems and devices.
  • Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
  • Organizes work of the unit and establishes assignments. Recommends selection of staff, determines training needs, develops training programs, and evaluates work performance. Counsels and reprimands employees when required, maintains appropriate informal records to track performance, and recommends disciplinary action, including termination when warranted.
  • Develops comprehensive written business cases, use cases, and recommendations to management for optimizing network resources and avoiding conflicts in network processes. Includes presenting information on long-term technology, and architectural roadmaps for improving and maintaining a highly integrated and efficient infrastructure.

  • Responsible and accountable for developing and submitting a realistic and reasonable project budget and for issuing appropriate progress reports as required to record the project's advancements or delays. This report shall include a register of completed tasks, all payments issued and any problems causing delays, redirection of focus or that impacts project delivery timeline or strategy. A progress report will be provided to the Office of Management & Budget as well as the program's front office (Senior Leadership Team member).
  • Directs the development and maintenance of applications systems and programs provided to user offices by Digital Modernization. Analyzes and evaluates the requirements and feasibility of new systems or major system modifications upon approval by the Director, Information Systems and Technology.
  • Manages the design, installation, customization, maintenance and troubleshooting of the Authority¿s databases, and coordinates with other Authority offices and with vendors to effectively accomplish assignments.
  • Prepares periodic and special reports regarding progress and problems, accomplishments, and issues which must be addressed.
  • Establishes and ensures maintenance of appropriate project management and system development and maintenance tools and techniques.
  • Leads technical teams and facilitates interaction among team members and vendors to achieve business and technology goals.
  • Develops and implements plans and procedures to ensure the most effective development and maintenance of systems, with an emphasis on selecting and/or applying the proper tools to minimize application backlogs and maximize use of resources.
  • Verification of education and experience (including certifications and licenses)
  • Coordinates applications systems development and maintenance activities with other Digital Modernization branches and with user offices. Collaborates with other Digital Modernization management in planning for and evaluating systems development needs and plans, including the hardware and software required.
  • Promotes a community of practice in excellence to improve customer and employee experiences. Ensures diversity, inclusion, equity, and accessibility for all individuals.
  • Estimates scheduling, delivery, and other resources to establish work plans. Schedules, sets, and adjusts priorities, and determines tasks, in consultation with subordinate supervisors and assigned staff; and provides initial technical guidance and instruction as required, particularly on major new systems development projects.
  • Directs and manages a comprehensive capacity monitoring, improvement, and projection program to assess current database utilization levels, actual vs planned, use of installed capacity and identification of bottlenecks and problems. Prepares periodic and special reports as required.
  • Responsible for cost allocation to appropriate projects and for the timely and accurate review and approval of applicable invoices.

  • Bachelor's degree from an accredited college or university in Computer Science, Mathematics, or Business Administration, or related field of study.

  • Must include extensive development experience using HTML, CSS, PHP, NET, or JavaScript.
  • Five (5) years of progressively responsible experience performing and supervising systems analysis, design and programming work in a mainframe environment including extensive supervisory experience in data processing (e.g., data processing principles, theories and concepts, systems analysis and programming, both batch and on-line in a data base environment, and extensive experience in performing and supervising a multi-project applications systems design and programming activity), and command level languages.
