The Regional Manager Emergency Response is an Ontario‑based leadership role at GFL Environmental Services, responsible for directing emergency preparedness, training, and rapid response to incidents such as spills, fires, and natural disasters. The position works closely with business units and operations managers across the province to ensure compliant, effective actions that protect people, property, and the environment.
In this role the manager partners with operations, safety, compliance, environmental and communications teams, as well as regulatory agencies and third‑party vendors, to coordinate integrated responses and continuous improvement. The manager also contributes to financial performance through budget development, P&L oversight, and capital planning for response equipment.
- Provide regional leadership and support to business units and operations managers.
- Advise day‑to‑day decisions with focus on safety, customer service, and professional execution.
- Identify growth opportunities aligned with technology advancements for GFL assets.
- Assist business unit leaders with budget development, forecasting, and monthly P&L reviews.
- Develop and review safe operating procedures for national use.
- Collaborate on capital planning, deployment, and national contracts/service agreements.
- Establish mutual‑aid relationships with fire departments and emergency services for hazardous material incidents.
- Lead GFL’s emergency response program: planning, readiness, execution, and post‑incident review.
- Serve as Incident Commander, Technical Advisor, or command staff during high‑risk events.
- Direct and support regional response teams, coordinating internal and external resources.
- Partner with Operations, Safety, Compliance, Environmental, and Communications teams for integrated response.
- Liaise with regulatory agencies during incidents, investigations, and audits.
- Manage vendor relationships with third‑party responders, consultants, and contractors.
- Track and report key performance metrics and conduct after‑action reviews/root cause analyses.
- Provide technical guidance on spill containment, remediation, and recovery in compliance with laws.
- Support risk assessments, site audits, and emergency preparedness evaluations across locations.
- Contribute to financial performance, including CAPEX submissions for response equipment.
- Monitor staffing levels and capacity needs to ensure efficient, safe responses.
- Represent Emergency Response in regulatory, insurance, and industry forums, delivering presentations as needed.
- Collaborate with all GFL divisions to support risk‑based work within the region.

- Bachelor’s degree in Environmental Sciences, Emergency Management, OH&S, or related field.
- Over 10 years of emergency response and incident management experience, preferably in waste‑management, transportation, or industrial services.
- Strong knowledge of Canadian regulations (TDG, E2, provincial spill reporting).
- Proven experience leading multi‑branch or multi‑region emergency response teams.
- Ability to multitask and support simultaneous emergency responses.
- Organized, administratively sound, with demonstrated P&L management skills.
- Preferred certifications: Incident Command System (ICS 100‑400), HAZWOPER, First Responder or Environmental Emergency Responder, TDG certification, NFPA 472/1072, E‑Rail Safe, and specialist designations for rail, road tanker, etc.
