Participate in the selection process of HSE staff in line with PMC OSH competency guidelines and obtain the final approval from the PMC OSH Team.
Ensure all HSE permits and NOCs are obtained and up to date.
Ensure that contractors have carried out task-specific risk assessments and method statements for all site activities.
Prepare and disseminate HSE alerts by using the PM template in conjunction with and approval of Project Management HSE representative.
Ensure all concerned parties HSEMS - ADOSH are registered with the competent authority.
Ensure project HSE monthly reports are reviewed and forwarded to project management in the previously accepted format and time period. This will include KPIs, statistical information for analysis and proactive trending.
Chair regular HSE Meetings at the site and ensure that the minutes are prepared, maintained and distributed to all concerned parties.
Ensure that all applicable federal laws, local laws and ministerial orders are followed by all concerned parties on the site. Also, research and distribute all revisions and legislation that will affect the site.
Evaluate, monitor and manage the HSE behaviour and performance of the principal contractor. Also, take suitable steps to ensure that a positive HSE culture is developed at the site.
Provide recommendations to the PMC Team to issue HSE appreciation certificates to recognize good HSE performance and achievements.
Ensure that contractors communicate all controls in the risk assessment and method statement to their personnel who are involved in carrying out the task.
Play a proactive role in the identification of various project risks and communicate them to contractors to ensure that suitable and sufficient controls are taken proactively to eliminate or mitigate them.
Actively involve themselves in the various site meetings including HSE.
Ensure, in case of non-compliance with the approved procedure, an HSE Enforcement Notice is issued and closed within the accepted time frame.
Generate, review and approve project HSE documents such as HSE plans, HSE enforcement notes and close out, Inspections, HSE Management walk and Audit close out.
Generate, review and approve project HSE documents and procedures, such as HSE plans and pertinent project-specific procedures, HSE Objectives and Targets, Legal Compliance Register, HSE enforcement notices, HSE Inspections, Management walk reports and Audit reports and ensure follow-up to close all the outstanding issues/reports within the agreed timeframe this includes updating all HSE documents and reports on the system (E.g., Asite, Aconex, etc.)
Review and approve all risk assessments and method statements and give the necessary advice to the PMC.
Participate with relevant parties during the HSE incident investigation process and ensure reportable incidents as per the statutory requirements (ADOSH-SF) are reported by the concerned parties to the appropriate regulatory authority.
Develop and implement an effective HSE proactive monitoring program. This includes joint inspection with Contractors, Audits, Quarterly audits, Fire safety audits, meetings, and presentations, in addition to producing all relevant HSE reports as per the client's HSE representative request.
Ensure all project-related HSE documents are up to date such as HSE Plan etc.
Ensure the Contractors implement and follow the approved HSE Plan and various procedures and legal requirements applicable to the project.

Previous experience in High-rise Building construction (Oil & Gas experience not accepted)
Minimum 5 years relevant work experience as an HSE Engineer accompanied by Post-Secondary HSE Qualification (NVQ level 4/5).
Minimum 3 years of relevant work experience as an HSE Engineer accompanied by HSE related Master’s Degree from an accredited University; or
Previous experience as a Supervision Consultant /PMC HSE
NEBOSH IGC
The candidate shall have a minimum of 12 years of vivid experience in the HSE domain.
Minimum 4 years of relevant work experience as an HSE Engineer accompanied by HSE-related Bachelor’s Degree from an accredited University; or NEBHSE Diploma.
