The Chief Financial Officer (CFO) supports NYSERDA’s mission by delivering fiscally responsible solutions that meet New York’s energy goals. The CFO is a self‑motivated, innovative leader with strong analytical, interpersonal, and communication skills, overseeing controller functions, financial planning and analysis, municipal finance, and entity‑wide controls and risk management. The role collaborates with NYSERDA officers and state government bodies to shape strategy, design funding roadmaps, and enable the Authority to contribute to the state’s energy transformation.
Reporting to the President and CEO, the CFO is accountable for controller and treasury operations, financial planning and analysis, and risk management and controls across the organization. In this capacity the CFO serves as NYSERDA’s Internal Controls Officer and works closely with internal audit to ensure compliance and effective risk oversight.
The CFO oversees an annual budget of approximately $2.2 billion sourced from multiple funding streams, manages around 4,000 contracts, and processes nearly 150,000 vendor invoices each year. Effective stewardship of these resources is essential to support NYSERDA’s diverse programs and strategic initiatives.

- Controller and Treasury, spanning accounting operations, payroll, treasury management, financial reporting, detailed budget development, and oversight of financial systems infrastructure.
- Financial Planning & Analysis, including medium‑long range planning, budgeting, funding optimization, liquidity management, and municipal financing such as bond issuances and retail financing programs.
- Risk Management and Controls, covering financial regulatory compliance, insurance, information security, and internal controls framework effectiveness.
- Provide leadership, direction, and management of all financial activities while promoting fiscal stewardship, transparency, accountability, innovation, and efficiency.
- Deliver strategic fiscal recommendations by evaluating trends, designing systems, allocating resources, resolving problems, leveraging technology, and implementing change.
- Develop statewide networks and collaborate with sister entities to create sustainable funding mechanisms and serve as a thought leader representing NYSERDA at events.
- Engage with the Authority’s Board and serve as primary liaison to the Board’s Audit & Finance Committee, providing timely financial and risk data.
- Advise the President, CEO, and other officers on strategic financial matters, fostering cohesive planning and optimal fund use.
- Ensure financial reports are timely, accurate, actionable, and compliant with FASB, GASB, and applicable laws and tax guidelines.
- Maintain sufficient skilled staffing, build high‑performing teams, and foster a culture of integrity, collaboration, efficiency, and transparency.
- Act as an ambassador for NYSERDA, communicating financial realities, future direction, and funding opportunities clearly.
- Survey funding opportunities and develop strategies to attract new financing, diversify revenue sources, and engage stakeholders.
- Oversee Finance/Controller functions including transaction management, asset management, cashflow, grants compliance, external statements, and annual budgeting.
- Oversee Financial Planning & Analysis to diversify and optimize funding, manage liquidity, structure bond issues, and supervise revolving fund programs for home energy improvements.
- Lead Risk Management and Controls, serving as Internal Control Officer, conducting risk assessments, coordinating with internal audit, and ensuring regulatory compliance and appropriate insurance.
- Oversee Information Security to protect data confidentiality, integrity, and availability, manage risk, promote training, and respond to threats.
- Manage and supervise staff with respect, fairness, consistency, and inclusion.
- Ensure accurate application of accounting principles and timely financial reporting.
- Establish trust through active listening, compromise building, and influencing others to support initiatives.

- Hold a bachelor’s degree in accounting, finance, or related field with 15 years of experience (or a master’s degree with 13 years), including at least 7 years in a management role.
- Experience overseeing financial functions in a high‑volume, complex transaction environment.
- Familiarity with bond structuring, municipal finance, and project/structured finance; strong understanding of financial markets and municipal fundraising.
- Experience overseeing banking and/or lending functions.
- Deep knowledge of risk management and controls best practices, including assessments and testing.
- Proficiency with financial/accounting software packages and Microsoft Office.
- Ability to travel occasionally among Albany, Buffalo, and NYC locations (10‑20%).
- Strong prioritization skills; ability to operate nimbly and adapt to change.
