The General Manager of Budget, Consolidation & Reporting (BCG) is a key leader within MBD, overseeing a division of roughly eight staff across two sub‑divisions, each with a supervisor and analysts. Reporting to the MBD Director and Deputy Director, the General Manager works closely with finance suites, Human Resources, TEC, and line and staff departments throughout the agency.
In this role, the General Manager directs daily operations of the BCG division, which consolidates the agency’s budget and financial performance and promotes effective use of BudgetPRO. Core responsibilities include developing the agency labor budget, presenting monthly financial analyses to executive staff, coordinating annual budget approval documents, overseeing overtime and productivity reporting, driving continuous‑improvement initiatives, and completing ad‑hoc analyses and reports for senior leadership.
Specific duties involve presenting financial performance and projections to executives, consolidating the agency’s budget to support operating and capital objectives, preparing the annual Budget Book and executive briefing materials, and maintaining the Hyperion EPM budget system in partnership with TEC and contractors. The manager also leads labor‑budget development, monitors accrued costs, conducts union‑contract analyses, supervises labor and overtime productivity reporting, and ensures transparent financial insights through tools such as Power BI.
The position requires a Bachelor’s degree in Finance, Accounting, Business or a related field, or at least ten years of experience with complex financial analysis, accounting, and budgeting, plus a minimum of five years of relevant experience in a large organization and five years of supervisory experience.
Desired qualifications include the ability to lead, motivate, mentor and develop staff; strong interpersonal and conflict‑resolution skills; deep knowledge of departmental finance operations; proven analytical problem‑solving; a customer‑experience mindset; excellent oral and written communication; and proficiency with Microsoft Office and enterprise systems such as SAP, PeopleSoft, BudgetPro and Cognos.

Compensation ranges from $129,090 to $206,570, with the midpoint at $167,832, and includes a competitive benefits package. Employees may work remotely up to one day per week, subject to operational needs.
