Description

The Engineer will map and maintain a comprehensive stakeholder register, serve as the primary contact for external parties, and manage expectations by understanding their needs and issues. They will establish and monitor interface protocols, engage with key third‑party stakeholders, develop an Interface Management Plan, and ensure all necessary approvals and permits are obtained and tracked.

Additional duties include producing standardized documents and regular reports for senior management, issuing a monthly stakeholder report, supporting procurement and contracts, facilitating collaborative planning of interface works, disseminating information promptly, and complying with Hill’s quality, environmental, safety, and occupational health policies. The role also requires flexibility to perform other tasks as assigned.

• Maintain stakeholder register with contacts, terms of reference, MoUs, and agreements.
• Serve as primary contact for external parties, understand needs, and manage expectations.
• Establish and monitor interface protocols between stakeholders and third parties.
• Engage key third‑party stakeholders to address concerns and report to RCRC.
• Develop and implement an Interface Management Plan for identification and agreement with third parties.
• Manage approvals and permits; track authority approvals, handle escalations, expedite issues, and mitigate risks.
• Communicate authority issues with client and key stakeholders.
• Produce standardized documents and regular reports for senior management, including monthly stakeholder report.
• Support procurement and contracts department.
• Facilitate collaborative planning and delivery of interface works, ensuring clear issue understanding and interventions.
• Coordinate timely dissemination of information to relevant parties.
• Ensure compliance with Hill’s quality, environmental, safety, and occupational health policies.

Requirements

Candidates must hold a bachelor’s or master’s degree in engineering from an accredited university and possess at least ten years of experience in strategic planning or project management, preferably in major real‑estate development and water/wastewater master planning. Strong stakeholder management, agreement and MoU development, and excellent verbal and written communication skills in Arabic and English are essential.
