The Vice President of Capital Projects is a senior leader who oversees rehabilitation activities across KCG’s affordable‑housing portfolio, including both third‑party general‑contractor projects and in‑house acquisition‑rehab initiatives. The role is accountable for meeting schedule, budget, quality, regulatory, and long‑term asset performance goals while leading Owner Representatives and the internal rehab team.
Key responsibilities include providing strategic leadership and mentorship to Owner Representatives and internal staff, establishing clear workflows, and fostering a culture of accountability and continuous improvement. The VP directs third‑party GC engagement, approves scopes, budgets, and schedules, resolves high‑level issues, and ensures compliance with safety and quality standards. In‑house rehab projects are managed through standardized procedures, progress reporting, and cost control. The position also collaborates on budgeting, financial performance, vendor negotiations, regulatory compliance, and long‑term strategic planning to scale rehab capacity and improve efficiency.
- Provide strategic leadership, mentorship, and performance management for Owner Representatives and internal rehab teams.
- Define roles, workflows, and communication standards to promote accountability and continuous improvement.
- Oversee third‑party general contractors, approve scopes, budgets, schedules, and contractor selections.
- Resolve schedule delays, scope disputes, change orders, and field coordination issues at a senior level.
- Lead internal acquisition‑rehab projects, including planning, procurement, staffing, and onsite execution.
- Implement standardized procedures for estimating, scheduling, quality assurance, safety, documentation, and closeout.
- Track project financial performance, manage budget variance, approve major expenditures, and control contingencies.
- Develop cost benchmarks, forecasting models, and long‑term capital‑planning tools.
- Build and maintain relationships with subcontractors, consultants, suppliers, and negotiate contracts and service agreements.
- Ensure compliance with building codes, environmental, accessibility, and affordable‑housing program regulations.
- Conduct site visits, manage quality control, safety protocols, and oversee punch‑list and warranty processes.
- Create and execute long‑term strategies to scale rehab capacity, improve cost efficiency, and adopt construction technology best practices.

Candidates must hold a bachelor’s degree in construction‑related fields (master’s preferred) and bring 10‑15 years of construction or rehabilitation project management experience, including at least five years in senior leadership. Experience with affordable‑housing programs such as LIHTC or HUD, in‑place rehab, and managing both external contractors and internal teams is strongly required.
- Hold a bachelor’s degree in Construction Management, Engineering, Architecture, Real Estate Development, or related field (master’s preferred).
- Possess 10‑15 years of construction/rehab project management experience, with at least 5 years in senior leadership.
- Demonstrated experience in affordable‑housing, multifamily rehab, LIHTC or HUD‑regulated environments, and managing both third‑party and internal construction teams.
