The Resident Engineer will oversee construction managers, office engineers, inspectors, and contractors while managing planning, inspection, and design review activities for construction and maintenance projects. This role demands an experienced leader who can balance multiple responsibilities, understand customer needs, stay current on new technologies, and develop practical solutions that enhance service and safety across the rail network.
- Self‑manage and supervise office engineers, inspectors, and contractors.
- Perform FRA‑mandated inspections and develop detailed inspection reports.
- Manage project budgets, schedules, and State of Good Repair infrastructure projects.
- Provide constructability reviews and analyze construction phasing from the railroad perspective.
- Communicate effectively with contractors and railroad managers.
- Interpret construction and phasing plans to propose economical solutions.
- Conduct site inspections, verify material quantities, and ensure dimensional accuracy.
- Review submittals, RFIs, and pay applications; prepare daily and weekly reports.
- Lead development of long‑range plans for State of Good Repair improvements.
- Prioritize site interventions based on risk assessments and monitoring results.
- Oversee employee management, including construction administrators, superintendents, and foremen.
- Apply logical problem‑solving and resource organization to meet commitments.
- Build and maintain internal and external customer partnerships.

Candidates must possess extensive knowledge and skills, including at least ten years of experience managing State of Good Repair projects for commuter, passenger, or Class 1 railroads, and a decade as a Resident Engineer or Assistant Resident Engineer. A bachelor’s degree in Construction Management, Civil Engineering, or a related field (or equivalent experience) is required, along with a PE license (or ability to obtain one within one year) or a Certified Construction Manager credential.
- 10+ years managing State of Good Repair projects for commuter, passenger, or Class 1 railroads.
- 10+ years experience as Resident Engineer or Assistant Resident Engineer.
- Proficient with electronic communications, Microsoft Office Suite, and Bluebeam.
- Bachelor’s degree in Construction Management, Civil Engineering, or related field (or 10 years equivalent experience).
- PE license (or eligibility within one year) or Certified Construction Manager (CCM) certification.
- Minimum 10 years railroad construction experience.
- Civil construction experience and ability to assess jobsite risks and enforce mitigation plans.
- Familiarity with construction project schedules and design plan reviews.
