Lead, develop plans and co-ordinate resources for the implementation of all ADNOC guidelines and Codes of Practice related to Health, Safety and Environment.
Implement approved Function/ Division/ Department/ Section policies, processes, systems, standards and procedures in order to support execution of the work programs in line with Company and International standards.
Supervise the Safety and Health Program and assume authority of monitoring, and enforcing the elements of the program.
Develops and updates Safety and Environment standards, procedures and guidelines in conformity with Company policies for use in-house or by Contractors/Consultants with regard to Projects undertaken.
Lead the preparation of Annual Sustainability Report to Health, Safety and Environment Division - Corporate Support Directorate.
Comply with relevant HSE policies, procedures, controls, applicable legislation, and sustainability guidelines in line with international standards, best practices and ADNOC Code of Practices.
Responsible for configuring and continuous upgrading health, safety and environmental systems in ADNOC.
Participate in Technical Evaluations of technical submittals by tenderers for new Projects.
Design and implement new tools and techniques to improve the quality and efficiency of operational processes.
Administer Health, Safety and Environment documents and records to ensure compliance with Integrated Management System requirements.
Investigate and highlight any significant variances to support effective performance and cost control.
Contribute to the achievement of the approved Performance Objectives for the Function/ Division / Department/ Section in line with the Company Performance framework.
Carry out extensive statistical analysis and work as per the result derived from the analysis.
Frequent contacts with Project HSE Engineers and Third Party Consultant Auditors to co-ordinate HSE related actions and audits.
Periodically monitor the site to determine adherence to the company Safety and Health Program.
Develop and update the Division's Health, Safety and Environment annual Audit Programs/ plans and Training Program for all areas.
Conduct inspections and enforce adherence to laws and regulations governing the health and safety of individuals
Review the design work of the Consultants to ensure conformity with Company safety requirements. and scope of works. Enhance the approval of safety and environmental studies and other safety documents of Projects, pursuant to incorporation of ADNOC requirements in the documents.
Prepare the annual HSE letters for submission to top Management.
Maintain current working knowledge of Company, Federal, Provincial and local safety, environmental and occupational health regulations.
Participate in Hazop, environmental, safety studies, accident investigation and other report reviews for all projects.
Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.
Enhance the approval process of the health, safety and environmental impact assessment study (HSEIA) for new projects.
Establish a document control system for the HSEMS and associated HSE systems, programmes and procedures.
Provide inputs to prepare MIS and progress reports for Company Management.
Develop Health, Safety and Environment scope of works for Consultants and Contractors..
Review projects Safety/HSE target schedules to ensure that they are being achieved effectively and efficiently in accordance with Corporate, Company and Project requirements.
Ensure that state-of-art technology is applied in the selection of safety equipment and both local and other statutory regulations are applied in the projects.
Develops fit for purpose HSEMS in accordance with the current requirements.
Supervise the activities of assigned personnel in the unit.
Regular contacts with concerned Section Head, Senior HSE Engineer, Project Manager, Managers for obtaining approval and coordinating matters related to various projects.
Report Safety and Health compliance and ensure environmental compliance for the Operations are reported to ADNOC GHSE.
Review the work related to safety and environment of design Consultants/ Contractors and ensures that requisite quality and standards are maintained and adopted.
Ensure project's Environmental Management Systems & performance are in compliance with HSE Impact Assessment (HSEIA & EIA) Codes, HSEIA Guidelines, Project specific HSEIA Report recommendations.
Review and endorse the HSE Documents submitted by Consultants.
Develop and Implement HSE audit Plan of Project sites to assure operations comply with COMPANY HSEMS requirements and expectations.
Supervise/ prepare, maintain, and submit safety reports and ensure Environmental permits have been submitted in a timely manner in accordance with Company , Federal, Provincial, and Local EH&S regulations.
Frequent contacts with clients, external consultants and contractors in terms of HSE performance.
Provide input for preparation of the Function / Division / Department / Section budgets, assist in the implementation of the approved Budget, and work plans to deliver business objectives.
Provide guidance and support to construction and commissioning at site on safety and environmental matters.
Install and maintaining health, safety and environmental systems to ensure the 100% HSE concept implementation. Ensure compliance with 100% HSE culture in compliance with ADNOC accountability framework requirements.
Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with best industry standards in order to define intelligent solutions for issues confronting the function.
Regularly visit project sites and ensures that Health, Safety and Environment System are fully implemented in accordance with the Company's HSE requirements
Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective business objectives.
Review, evaluate, and analyze work environments and Design programs and procedures to control, eliminate, and prevent disease or injury caused by chemical, physical, and biological agents or ergonomic factors.
Review and comment on project HSE Deliverables in accordance with the Requirements (Appraisal / Select / FEED / Execute phase).
