You’ll manage the full lifecycle of site/civil projects—from concept through construction—supporting efforts that span commercial development, municipal infrastructure, aviation, rail, ports, and other markets. This role blends project management, technical oversight, client engagement, and cross-discipline collaboration within a small but highly skilled “A-team” environment.
- Oversee preparation of land development plans, grading design, utilities, stormwater management (SWM), erosion & sediment control, and permitting submittals
- Manage multiple site civil / land development projects, ensuring quality, budget, and schedule adherence
- Review engineering drawings, reports, and permit applications for accuracy and completeness
- Support stormwater modeling efforts (HydroCAD, Hydraflow, StormCAD, PondPack, or similar)
- Guide and mentor engineers and designers; assign tasks, provide technical direction, and foster team growth
- Serve as primary client contact—leading communication, coordination, and long-term relationship development
- Participate in zoning and planning board meetings; represent Urban and its clients in public forums
- Contribute to proposal development, fee estimates, and cross-selling of Urban’s full suite of engineering services
- Collaborate across Urban’s national project footprint—including work in PA, TX, CA, FL, AZ, CO, and beyond

Location: Based in Philadelphia, PA or Erie, PA. Hybrid. Fully remote may be considered for highly experienced candidates with strong self-management and demonstrated site civil expertise.
- Bachelor’s degree in Civil Engineering
- Professional Engineer (PE) license required; NCEES Record preferred
- Proficiency in AutoCAD Civil 3D; ability to oversee and review complex plan sets
- Ability to travel occasionally for client meetings, project discussions, and site visits
- Strong background in stormwater management, grading, utilities, erosion & sediment control, and permitting
- 8+ years of progressive experience in site civil / land development engineering
- Excellent communication, leadership, and organizational skills
- Experience managing multidisciplinary design teams and interacting directly with clients, agencies, and municipal reviewers
