The Proposal Writer I develops clear, compelling, and compliant proposal content tailored to Chugach’s federal customers. This role employs strategic storytelling while ensuring compliance, translating complex information into effective prose for responses to RFPs, RFQs, RFIs, and Sources Sought notices. The position is remote.
- Collaborate with Capture Managers, Business Development leaders, Solution Architects, and Subject Matter Experts to document win themes, solutions, and corporate experience for proposals.
- Initiate and conduct research on subject matter to support strategy and technical development, presenting findings to the Proposal Manager.
- Interview subject matter experts using tailored methods to gather information.
- Write, edit, and tailor original text, boilerplate, and third‑party contributions to meet RFP requirements while ensuring compliance and compelling narrative.
- Perform detailed compliance analysis of RFP requirements versus proposal narratives and provide feedback.
- Copy‑edit for grammar, spelling, factual accuracy, clarity, and adherence to Chugach standards.
- Format documents using Microsoft Office, Adobe InDesign, and Acrobat, delivering print‑ready final documents.
- Prioritize tasks and coordinate with contributors to meet proposal deadlines.
- Assist the Proposal Manager with color review changes and lead color review team adjustments for assigned sections.
- Research and draft boilerplate content independent of specific proposals.
- Provide ad‑hoc support to operational sites as needed.
- Submit a minimum of two writing samples for assessment.

The position is primarily performed in an office setting with standard lighting, heating, and ventilation. It requires prolonged periods of sitting at a desk and computer work, occasional lifting of office supplies or equipment up to 20 pounds, and regular use of hands for typing and handling documents.
- Bachelor’s degree or four years of relevant experience.
- Two to four years of writing and editing experience, including federal proposal writing.
- Ability to pass pre‑hire background check and drug screen.
- Familiarity with Shipley‑style proposal development process and review cycle.
- Experience with large‑volume government submissions.
- Experience writing proposals related to base operations support, construction, or IT services.
