Responsible for planning, design and preparation of plans, specifications and decision matrices for Meter Operations projects.
Responsible for annual and periodic reports, projection reports, feasibility studies and procedural activities.
Coordinates special research projects and benchmarking with various outside organizations and agencies.
Responsible for EMS program for assigned personnel.
Coordinates the field inspection, testing and updating of our current meter assets and associated data.
Analyzes and controls expenditures for the section to conform to budgetary requirements.
Responsible to maintain customer satisfaction related to accuracy and responsiveness service expectations pertaining to meter reading, service requests and escalations.
Responsible for developing and maintaining short and long-term goals that are supportive of the company strategic plan and goals.
Review and preparation of critical information for various operational and CBA reports.
Administer, review and approve bid documents, valve card drawings, permits, work orders, UKG timekeeping, incident/accident reports, evaluations, new hires, contractor invoices, disciplinary letters, etc.
Develops and oversees training of all assigned personnel including updating of standard specifications, details and new technologies, etc.
Studies, evaluates, recommends and initiates new meter technologies, methods, programs and materials.

Bachelor’s degree in Civil Engineering or closely related field, plus four (4) years in a utility environment or construction field or a combination of education and related experience to total ten (10) years.
Registration as a Professional Engineer preferred.
Constantly operates a desktop or laptop computer and other office productivity machinery such as but not limited to a telephone, calculator and copy machine..
Must possess and demonstrate a strong record of leadership, supervisory, teamwork, organizational, planning, communication and interpersonal skills.
Must demonstrate personal computer, and related software applications, ie., word processing, spreadsheet, personal computer applications, report preparation and project tracking.
Must be able to wear Personnel Protective Equipment (PPE) as defined in the Job Safety Analysis (JSA) to perform the required essential functions.
OSHA and Departmental safety training as required.
Frequent sedentary work with extended sitting required. Occasionally positions self to exert up to 20 lbs. of force to lift and transport objects. Objects greater than 50 lbs. require a two-person operation.
Efficient utilizing CSS/CRIS, Neptune Technology N360, Sensus FlexNet, CityWorks and ESRI GIS Software applications. Ability to supervise and manage the personnel, equipment, and materials of a large department.
Considerable movement and traversing involved at work sites on unpaved streets, uneven ground and cluttered work areas.
Ability to effectively communicate in writing, verbally and with cell phone, Microsoft Teams, to include comprehension of complex oral and written instruction.
