  • Plan, design, and coordinate the installation, testing, and certification of structured cabling systems (voice, data, and fiber).
  • Oversee cable management within telecommunications rooms, data centers, and work areas; ensure neatness, organization, and compliance with safety codes.
  • Generate and maintain cable management databases or tools for inventory and change tracking.
  • Oversee and manage the USCIS enterprise cable plant, including copper and fiber infrastructure across multiple facilities.
  • Support lifecycle management of the cable plant, including replacement schedules, capacity tracking, and upgrade planning.
  • This position ensures the long-term integrity, performance, and reliability of USCIS’s enterprise cable plant infrastructure.
  • Maintain an inventory of cabling materials, termination hardware, patch cords, and related supplies.
  • Maintain accurate and up-to-date documentation of the cable plant, including as-built drawings, labeling schemes, patch panel assignments, and pathway utilization.
  • Train and mentor junior technicians and staff on proper cabling techniques, standards, and safety procedures.
  • Conduct and supervise site surveys, infrastructure assessments, and capacity planning for new installations or expansions.
  • Serve as the primary point of contact for all cabling and connectivity issues; ensure timely troubleshooting and repair of cabling faults.
  • Coordinate with network engineering, facility management, and project management teams to support new builds, renovations, and technology refreshes.
  • Manage vendors and subcontractors performing cable installations or maintenance; review and approve workmanship for compliance and quality.
  • Implement and enforce cabling standards and best practices (TIA/EIA-568, 569, 606, and 607), ensuring consistency across all USCIS sites.
  • Provide senior-level technical support for complex installation, signal loss, and cross-connect issues.

  • Ability to obtain and maintain DHS/USCIS suitability or clearance.
  • Senior Level / SME: Expected to operate autonomously, lead multiple site teams or vendors, and provide strategic input for long-term cable plant planning.
  • Experience in DHS, USCIS, or other federal government environments.
  • Must comply with all USCIS/DHS safety, security, and operational protocols.
  • Physical ability to lift 50 lbs., climb ladders, and work in confined or elevated spaces.
  • BICSI certification (Technician, RCDD, or equivalent).
  • Proven expertise in cable plant design, implementation, and maintenance for large enterprise or federal environments.
  • Minimum of 8 years of experience in telecommunications installation and cabling management, with at least 3 years in a senior or supervisory capacity.
  • Familiarity with power and grounding requirements for telecommunications systems.
  • High school diploma or GED required; technical certifications or post-secondary education preferred.
  • Familiarity with AutoCAD, Visio, or cable management databases (e.g., NetViz, iTRACS, etc.).
  • Knowledge of SCIF or secure facility cabling requirements.
  • Ability to manage multiple projects and priorities across geographically distributed sites.
  • U.S. Citizenship (mandatory for USCIS contract work).
  • Occasional travel to USCIS field offices and remote facilities may be required.
  • Strong ability to read and interpret architectural drawings, wiring schematics, and site plans.
  • In-depth knowledge of structured cabling standards (TIA/EIA, NEC, and federal guidelines).
  • Experience with network equipment integration (switches, routers, patch panels, racks).
  • The ideal candidate possesses deep technical expertise in structured cabling systems, exceptional attention to detail, and strong leadership in managing complex telecommunications environments.
  • Excellent organizational and documentation skills for maintaining accurate records of cabling infrastructure.
  • Strong leadership, communication, and customer service skills.
  • Experience with copper and fiber termination, splicing, OTDR testing, certification, and labeling.
  • Understanding of structured cabling within hybrid or converged network environments (voice, data, video).
