The Executive will manage the end‑to‑end lifecycle of Design‑Build or P3 projects, ensuring profitable completion within schedule constraints while coordinating closely with estimating, operations, and owner teams. This includes leading buy‑out, execution, turnover, and close‑out phases, as well as facilitating joint venture meetings and bid reviews.

- Participate in the pursuit phase Technical Work Groups
- Coordinate with Operations personnel to perform constructability reviews

- Oversee development of project schedule during pursuit and post‑award
- Provide guidance and work with Operations staff to oversee buyout of subcontractor and material contracts
- Attend monthly meetings with Owner to monitor progress and manage relationship
- Participate in monthly project reviews
- Facilitate Joint Venture meetings and bid reviews

Candidates need at least ten years of heavy civil construction experience and deep knowledge of pursuing, designing, and building Design‑Build projects. They must be proficient in strategy development, financial assessment, forecasting, and team leadership, and possess advanced writing and communication skills.
The position requires a willingness to travel approximately 30 percent of the time, with relocation being a possible consideration. Physical demands include regular talking, hearing, and the use of hands and arms for handling and reaching. This is a full‑time role typically involving more than 40 hours per week.
- 10+ years related industry experience in Heavy Civil Construction
- In‑depth knowledge of the heavy civil construction industry and the process of pursuing, designing, and constructing Design‑Build projects
- Proficient at strategy development and execution
- Ability to accurately assess the current financial status of projects
- Ability to forecast monthly, quarterly, yearly, and final results of complex Design‑Build projects
- Ability to develop, lead, and participate in a team environment
- Proficient understanding of the scope of work involved to construct transportation improvement projects
- Advanced writing and communication skills
- Willingness to travel approximately 30% of the time
