Procurement Specialist

Description

• Maintain accurate records of all procurement activities and support audits as required.
• Lead and manage all procurement processes under WEP in coordination with DWCDSW, PMU, and other stakeholders.
• Handle bidder communications, pre-bid meetings, queries, and documentation.
• Build capacity of PMU and DWCDSW staff in procurement systems and processes.
• Provide contract management support for consultants and partner agencies.
• Support the development of a Standard Operating Procedure (SOP) for procurement under WEP.
• Coordinate with the World Bank, Finance Department, and DWCDSW for smooth procurement operations.
• Prepare TORs, REOIs, RFPs, and RFQs with technical inputs and ensure compliance with World Bank and State Government guidelines.

Requirements

• Master’s degree in Commerce, Business, Information Technology, Computer Science, or related field from a recognized institution.
• Strong organizational, coordination, and documentation skills.
• Transparent, participative, and team-oriented approach.
• Willingness to travel and manage multiple assignments.
• Prior experience with bilateral/multilateral or externally aided projects preferred.
• Proficient in MS Word, Excel, and PowerPoint.
• Minimum 15 years of experience in the public sector, preferably in the social sector.
• Strong understanding of government and international procurement procedures and applicable legal frameworks.
• Excellent communication and analytical skills in English and Bengali.
