Project Manager

Description

The Project Manager in Construction Operations is responsible for leading the field execution of assigned federal construction projects throughout QGS’s Acquire‑Comply‑Execute lifecycle. Reporting to the Construction Operations Department and collaborating with program managers and functional teams, the role owns safety, quality, cost, schedule and compliance performance while driving continuous improvement. The position supports remote work across the Midwest and is classified as exempt.

• Own end‑to‑end execution of federal construction projects from inception to completion.
• Lead Integrated Project Teams (IPTs) across operations, safety/quality, finance and supply chain.
• Manage baseline budgets using WBS/CBS, maintain forecasts and ensure DCAA‑ready cost documentation.
• Develop and maintain schedules in Primavera P6 or MS Project, track earned value and implement recovery plans.
• Provide transparent, data‑driven reporting of safety, cost and schedule metrics to Program Management.
• Secure approvals for change orders, re‑baselines and risk posture changes; escalate issues per governance.
• Coordinate with federal agencies, clients, subcontractors and internal partners to align project objectives.
• Ensure compliance with FAR/DFARS, DCAA, CUI protection, ISO 9001 and related quality systems.
• Supervise and mentor project team members, fostering collaboration and accountability.
• Prepare weekly progress reports, look‑ahead schedules, risk logs and cost/schedule metrics via the OPS Platform.

Requirements

• Minimum 7 years experience managing federal construction projects of $5 M+ (DOE, DoD, NAVFAC, USACE, etc.).
• Bachelor’s degree in Construction Management, Engineering or related field; Master’s preferred.
• PMP certification required within 12 months of hire; OSHA 30 required (support provided if needed).
• Working knowledge of FAR/DFARS, DCAA, NIST 800‑171, ISO 9001 and NQA‑1 requirements.
• Proficiency with MS Project, Primavera or equivalent project management software and advanced Microsoft Office skills.
• Strong leadership, communication and decision‑making abilities in a matrix environment.
• Ability to obtain and maintain a federal security clearance; background check required.
• Experience with DOE, DOD, DHS or GSA construction contracts is preferred.
• Familiarity with agile project management methodologies is a plus.
• Additional certifications such as PgMP, ITIL or Six Sigma are advantageous.
• Up to 35 % travel with overnight stays; ability to perform occasional lifting (10‑30 lbs) and work in varied environments.
