As a Project Controls Analyst with APTIM, you will work on project teams using expertise in forecasting, change management, cost management, project budget analysis, earned value analysis, risk management, proposal support, estimate development, cashflow and other financial reporting tools. You will manage overall project/program cost controls and financial reporting, providing client management documentation, updates, and presentations for large‑scale projects, and you will interface directly with Primavera CPM software to create and manage resource‑loaded schedules.
- Perform cost management and control tasks using CPM scheduling, risk, and earned value data.
- Generate daily, weekly, and monthly project cost status reports per contract requirements.
- Conduct periodic job site audits and surveillances.
- Reconcile budget versus actual variances and identify cost drivers.
- Prepare and process client invoices according to contract terms.
- Forecast monthly cash flow and billing amounts.
- Create Power BI dashboards to visualize Excel data for management presentations.
- Provide professional recommendations and implement corrective actions.
- Manage financial aspects at the program level.
- Update schedules for accurate progress measurement and remaining duration.
- Load resources into schedules and document scope change activities.
- Transform estimating budget data into cost breakdown structures and initiate cost reporting.
- Prepare, process, and track change orders to keep cost report budgets current.
- Analyze and forecast key cost categories by cost code.
- Use earned value, CPM schedule, and risk data for cost status and forecasting.
- Accrue project costs and revenue monthly for accrual accounting and forecasts.
- Develop and present cost status and forecast reports to internal and external stakeholders.
- Facilitate risk workshops, maintain risk register, and develop mitigation strategies.
- Coordinate with project managers and team members to ensure timely reporting of performance metrics.
- Maintain project documentation and records in compliance with policies and regulations.
- Negotiate contracts with vendors and subcontractors to obtain necessary cost reporting data.
- Extract data and update tasks directly in CPM schedule software.

The analyst will lead billing invoice process improvement, maintain a certified Earned Value Management System (EVMS) compliant with ANSI/EIA‑748, and must have experience on federal government/defense projects using an ANSI/EIA‑748 certified EVMS. Familiarity with Contruent (formerly Ares Prism) or similar cost processing software is a plus.
- Bachelor’s degree in Construction Management, Business, or Industrial Engineering (preferred).
- Minimum six years of project controls experience.
- Proficiency with technical concepts and industry‑standard project management tools to solve complex problems.
- Strong written and verbal communication skills with high attention to detail.
- Ability to integrate data across multidisciplinary teams while maintaining confidentiality.
- AACE and/or PMI certification.
- Knowledge of various contract types (fixed‑price, unit‑price, cost‑reimbursable) and their cost/revenue implications.
- Understanding of accrual basis and double‑entry accounting principles.
- Familiarity with government contract reporting, FAR standards, and Davis‑Bacon/Service Contract Act prevailing wages.
- Advanced Excel skills and experience with Power BI data extraction.
- Experience with JD Edwards or other ERP systems.
- Ability to obtain and maintain a DOE security clearance.
