Role: Lead Building Safety Regulator (BSR) Advisor – (JPC-76)
Review existing design, plans, specifications and documentation related to compliance with the Building Regulations.
Building Control & Competency Frameworks
Prepare and submit a signed competence declaration alongside our PDBR’s on behalf of our client.
Building (Amendment) (England) Regulations 2023
Attend team design meetings and client meetings in accordance with the agreed programme and scope of work.
Ensure that the design work complies with all relevant Building Safety requirements.
Challenge contractors or clients interpretation of both legislative & regulative updates in an advisory capacity.
Ensuring that any changes made to the design are properly assessed and approved.
Deliver added value to client beyond compliance checking.
Give advice to building control bodies and Building Safety Regulator that carry out regulated functions in the form of application submission.
Ensure input as a consultant, assists and complements the role of the building surveyor.
Inspecting and enforcing compliance for items such as passive fire protection, means of escape/evacuation strategies and smoke ventilation systems.
Coordinate with the PD BR & architectural services & develop a service offering to include that of BSR advisory services.
Provide training to Clients and Colleagues when required

Technical Knowledge
Experience in implementing & assessing of HRB applications.
Analytical and Problem-Solving:
Proven capability to work collaboratively with residents, developers, contractors, local authorities, and fire services.
Excellent understanding of Health & Safety and Building Regulations within the construction industry and on-site experience.
In-depth knowledge of:
Understanding of risk assessment methodologies and safety case development for complex or high-rise buildings.
Strong knowledge of building control procedures, dutyholder responsibilities, and competency frameworks.
Proactive & excellent time management
Professional qualification/membership: Chartered Building Engineer (C.Build.E/MCABE) is preferred.
Understanding of construction industry processes, including design, procurement, and delivery, in both public and private sectors.
Integrity & Ethical Conduct: Operates with transparency; willing to challenge unsafe practices; accountability for signed declarations (competence declarations etc.).
3-4 days during Xmas period (at Directors discretion)
In-depth understanding of the Building Safety Act, Approved Documents, and relevant statutory guidance.
Leadership: Demonstrated ability to manage and inspire teams, with a focus on creating a culture of compliance and safety, in line with the Building Safety Act (BSA) 2022.
Clear and confident in presenting technical information to non-technical audiences, including reports, briefings, and consultations.
Ability to assess compliance issues, identify risks, and recommend practical, regulatory-compliant solutions.
Experience working within or leading multidisciplinary design teams, including architects, fire engineers, Principal Designers (PD) and Principal Designers with Building Regulations (PDBR), ensuring that safety is embedded into design from early stages.
Thorough knowledge of Building Regulations.
Demonstrable competence with current building safety and competence standards (e.g. PAS 8673, BECS, BICoF) and a strong understanding of how legislation, guidance and Approved Documents interrelate.
Attention to Detail: Strong attention to technical and regulatory details, especially around the high standards set by the BSA 2022.
Successfully completed (or currently undertaking) the Competence Based Inspector Competence Assessment Scheme (CBICAS).
Proven ability to review and validate design work (architectural, fire engineering, structural) for compliance with building safety requirements and manage changes appropriately.
Competence in monitoring documentation, inspections, and performance against regulatory standards.

Strong inspection, monitoring and enforcement skills, particularly for high-risk buildings, passive fire protection, means of escape, smoke ventilation etc.
Familiarity with dutyholder roles, gateway processes, and professional competence standards
Awareness of current and emerging building safety legislation, standards, and best practices.
Excellent communication and influencing skills, both written and verbal, to advise, challenge and build consensus with clients, contractors and in house teams.
Excellent reporting skills
Strong organizational skills to manage multiple projects and deadlines in a regulatory environment.
Demonstrated ability to manage multiple projects/programmes and deliver advisory work within agreed time-scales and quality standards.
Time Management: Ability to prioritize workloads and manage deadlines effectively under pressure.
Fire remedial works
Registered Class 3H (or higher) Building Inspector with the BSR.
Communication Skills: Excellent verbal and written communication skills to present technical information to clients, contractors, and colleagues, particularly around the implications of the Building Safety Act and Building Regulations.
Appreciation of the resident voice and the need for transparency and accountability in building safety.
