  • Communicate and act upon regulatory developments from Ofwat, regulators in the infrastructure space and peer Company performance and strategy to ensure the Company can respond proactively and in a timely manner
  • Lead on the delivery of annual performance report (including but not limited to the APR document and tables) to a high standard, reporting financial and operational outcomes
  • Operate as a key member of the Price Review Programme contributing to regulatory and finance strategies designed to influence Ofwat policy and yield the best outcome for the company from price control decisions
  • Produce the regulatory Group’s RoRE and RCV metric quarterly and for the APR
  • Develop an expert understanding of Ofwat’s suite of reconciliation and incentive models for the 2025-2030 regulatory period
  • Lead on the update of reconciliation models quarterly to align with the budget cycle
  • Support the Financial and regulatory modelling lead in the development of the Ofwat Financial model to reflect the PR24 regulatory determination
  • Managing the delivery of our Price Review tables (for the three regions, South West, Bristol and Sutton and East Surrey), including but not limited to, the data hosting platform SharePoint, the approval software DocuSign, and c.120 data table owners/senior manager/directors for c.250k data points
  • Work closely with the key business streams to ensure robust and well-informed approaches are taken to decision making and how this is reflected across price controls, adapting to changes in Ofwat regulatory policy or accounting guidelines as necessary
  • Managing the collation, monitoring and audit of Financial Control Operating Requirements across the business
  • Stakeholder engagement and management for reporting requirements, including but not limited to External auditors, Regulators, key Senior Management and Director and Designers
  • To assist the strategic planning team with budgets to make sure that the budgets align with the final determinations and be able to advise on the impact of under/overspend of different funding streams and expenditure type.
  • Complete relevant financial tables for the Annual Performance Report (APR) in compliance with Ofwat guidelines
  • Lead on key financial aspects of the five-year business plan, including the support of the population of the Ofwat financial model and drafting responses to relevant consultations

  • Strong written and verbal communication skills, with the ability to influence senior stakeholders and present compelling business cases
  • Being an expert in the Water Regulatory subject matter to be able to provide technical advice to the business (Regulatory Accounting Guidelines, economic regulatory issues)
  • Effective contributor within cross-functional management teams
  • To be able to communicate the impact to the business of overspending/not completing project on time, including the impact on revenue, performance, and customer bills
  • ACA, ACCA, CIMA qualified (or equivalent)
  • Sound financial reporting and budgeting knowledge, with well-developed analytical and critical thinking skills
  • Proven ability to lead through significant change, improving financial controls, procedures, and management information
  • Senior-level experience in regulatory environments (corporate, regulator, or advisory), with the ability to translate complex financial or regulatory information for non-specialists
