Sets priorities, obtains commitments, and engages required resources through collaboration with Group Directors, Department Managers and/or Section Managers to staff projects according to the project Work Plan.
Develops and nurtures key client relationships and is the primary company contact on assigned projects. Communicates effectively with clients to identify needs and evaluate alternative business solutions and strategies.
Participate in meetings with DOT, General Engineering Consultants, and Developer/Contractor, and may be required to facilitate such meetings
Coordinate with other agencies and entities as required, including Federal Highway Administration (FHWA), and local governments.
Serves as the primary client liaison and manages the project team to deliver the scope, schedule, and budgets to completion and to the client’s satisfaction.
Develop specifications and contract documents, develop design-build Request for Proposals (RFP), addendums, and as requested by the DOT, assist with the technical proposal evaluation process procurement documents for projects based on best industry practice and established guidelines.
Support the procurement process and award for projects.
Monitor Quality Control / Quality Assurance Program for Pre-Construction Activities, specifically in the space of Comprehensive Development Agreement.
Collaborates with office and division leadership in solving challenges and ensuring business objectives are met.
Preparation of project reports, memorandums, presentations, reports summarizing brainstorming, and project correspondence including letters, agendas, and meeting minutes.
Supervises and mentors’ team to achieve overall project objectives. Where appropriate, oversees the project's Project Manager(s). Responsible for/oversees project staffing, including, but not limited to; recruitment, hiring, development, retention and succession of project staff; development of plan for project staff reporting; and support for performance and compensation reviews.
Participate in the review of Bridge/Roadway documents developed by others.
Coordinate with project traffic support staff
Be a key participant in the development of Critical Path Method (CPM) scheduling and perform reviews of CPM schedule and monthly schedule updates.
Facilitate Risk Management Workshops.
Develop and support the establishment of project guidelines and strategies for the finalization and issuance of draft and final versions of Request for Qualifications (RFQ), Request for Proposal (RFP), and associated addendums
Coordinate with project environmental support staff
Support project communications, outreach, education, and public relations, and customer service.
Support development of parcel acquisition strategy.
Assists with client project scoping and contract negotiations as needed
Coordinate with project utility coordination support staff, DOT & utility agencies
Review and provide comments on project concept and preliminary designs, project baseline schedules, schedule updates, and cost estimates.
Leads pursuits of mega projects and/or actively involved as part of the pursuit team for super mega projects. Partners with Client Service Leaders to develop long term strategies to identify and pursue additional business opportunities with key clients and with pursuit champions on efforts for mega and super mega projects in accordance with HNTB's Sophisticated Sales Approach (SSA). Works with the pursuit team and marketing resources to prepare appropriate proposal and presentation materials. Leads interview and proposal presentations to the client as well as general presentations within the industry.

Responsible for financial performance on projects. Proactive management of cash, budget, schedule and project scope to ensure adherence to project goals and completion to the client's satisfaction.
