Establish and maintain the cost control system, including cost breakdown structures, cash flow projections, and budget tracking.
Conduct earned value analysis (EVA) and prepare detailed monthly cost reports, cost trend analyses, and budget performance summaries for management and client review.
The Quantity Surveyor - Cost Engineer will be responsible for managing, controlling, and reporting all project cost-related activities to ensure alignment with project objectives, budgets, and contractual requirements. The role requires deep expertise in roads, highways, bridges, and infrastructure projects, preferably within PMC and construction supervision environments in the Kingdom of Saudi Arabia (KSA).
Participate in risk reviews, assessing potential cost impacts due to scope, schedule, or market fluctuations.
Monitor and report actual costs vs. planned budgets, identifying cost variances and advising on corrective actions to maintain project financial health.
Coordinate closely with the planning, engineering, and construction teams to ensure cost data reflects actual progress and aligns with schedule updates.
Assist in preparing and evaluating change orders, claims, and commercial negotiations related to cost impacts.
Review and verify contractor payment applications, variations, and claims for compliance with contract terms and cost accuracy.
Prepare and review detailed project cost estimates, budgets, and forecasts for major roads, bridges, and infrastructure projects.
Ensure all cost management activities are performed in accordance with company procedures, client requirements, and contractual obligations.
Support value engineering and cost optimization initiatives to achieve budget efficiencies without compromising project quality or scope.
Bachelor’s degree in civil engineering or quantity surveying.
Proficiency in cost management and reporting software such as Primavera Cost Control, Candy, and MS Excel.
Strong knowledge of contract administration, change management, and financial control procedures.
Proven experience in project cost management within PMC or supervision environments in the Kingdom of Saudi Arabia.
Minimum 7 years of experience in cost control and estimation for roads, highways, bridges, and infrastructure projects.
Excellent analytical, organizational, and communication skills with the ability to provide clear and accurate reporting to both internal management and external clients.
