Project Manager

Description

The Project Manager role in Construction Operations leads the field execution of federal construction projects through the Acquire–Comply–Execute lifecycle. Reporting to the Construction Operations Department, the manager owns safety, quality, cost, schedule, and compliance performance while partnering with the Program Manager and functional teams such as Safety/Quality, Finance, HR, Supply Chain, IT/Cyber, and Legal/Compliance.

• Own end‑to‑end execution of assigned federal construction projects, from inception through completion.
• Lead Integrated Project Teams (IPTs) across operations, safety, finance, and supply chain, conducting meetings and tracking budget, schedule, and scope.
• Collaborate with federal agencies, clients, subcontractors, and internal stakeholders to ensure alignment and project success.
• Develop and manage baseline budgets using WBS/CBS, maintain forecasts, and achieve cost performance index (CPI) ≥ 0.95 with DCAA‑ready documentation.
• Create and maintain baseline schedules in Primavera P6 or MS Project, monitor earned value, and implement recovery plans for critical‑path variances.
• Provide transparent, data‑driven reporting of safety, cost, and schedule metrics to Program Management and obtain approvals for change orders.
• Ensure compliance with FAR/DFARS, DCAA audit standards, CUI protection, ISO 9001, and maintain required site plans and inspections.
• Supervise and mentor project teams, fostering a culture of collaboration, accountability, and excellence.
• Prepare weekly progress reports, look‑ahead schedules, risk logs, and cost/schedule metrics via the OPS Platform (GCC High).

Requirements

• Minimum 7 years experience managing federal construction projects of $5M+ (DOE, DoD, NAVFAC, USACE, etc.).
• Bachelor’s degree in Construction Management, Engineering, or related field; Master’s preferred; PMP certification required within 12 months.
• Certifications: OSHA 30 (support provided if needed), USACE/NAVFAC QC Manager preferred; additional PgMP, ITIL, or Six Sigma are a plus.
• Expertise in FAR/DFARS, DCAA requirements, NIST 800‑171, ISO 9001, and NQA‑1 regulations.
• Proficiency with project management software (MS Project, Primavera), cost control tools, and advanced Microsoft Office skills.
