As the Director of Site Services and Administration, you will provide administrative, accounting, human‑resource and other support to large, often international projects within Fluor’s Global Metals and Fertilizers business unit. You will represent Fluor and work directly with clients while supporting daily project protocols. The position may involve overseeing extremely large‑sized projects and coordinating cross‑functional support services.
- Manage administrative functions including office space, services, field accounting, timekeeping, payroll, HR, and assist with IT, contracts, procurement, warehousing, project controls, and camp facilities
- Educate employees on personnel policies, conduct investigations, and advise management on complaints and resolutions
- Oversee personnel development through on‑the‑job and formal training, development opportunities, and timely performance feedback
- Organize and prioritize complex projects and multiple tasks, set priorities, and meet critical deadlines
- Manage banking requirements with treasury, controller, and local banks as needed
- Coordinate craft payroll and maintain all associated records
- Collaborate with procurement and contracts to issue and control purchase orders and subcontracts
- Coordinate installation of computer equipment, software, and related services
- Develop administration, accounting, payroll, and timekeeping procedures and document any deviations from standard practices
- Communicate effectively with management, coworkers, clients, vendors, contractors, and other stakeholders
- Learn and apply applicable local, state/province, and federal/national statutes and guidelines
- Establish relationships with local community agencies to position Fluor as a good neighbor
- Coordinate and develop relocation policy with project management and HR
- Understand the prime contract to ensure reimbursement for allowable costs, markups, and fees, and identify audit‑subject documents
- Obtain billing requirements from the home office and work with project/business managers on client billing
- Collaborate with the business manager, corporate tax department, and controller on tax‑related issues
- Support a project alignment session with project management, controls, procurement, and contracts at project start
- For direct field labor projects, obtain government‑mandated payroll burden tax rates and verify with authorities
- Obtain SAP master data requirements such as project numbers and org‑keys
- Arrange installation and training for payroll, timekeeping, and badge reader systems
- Staff accounting and payroll functions on the job site in coordination with project management and field finance
- Accept long‑term international assignments supporting large EPC projects

- Hold an accredited four‑year degree (or global equivalent) and 16 years of relevant experience, or 20 years of experience if non‑degreed
- Possess the technical knowledge required to perform the job

The market rate for this role is typically at the mid‑point of the salary range, with final compensation based on qualifications, experience, location, and internal equity. Candidates must be authorized to work in the position’s country, undergo background checks, and the salary range for this role is $139,000 – $258,000.
