Public Works Division Manager

Description

The division manager will set strategic direction, handle planning, budgeting, forecasting, and performance tracking, and ensure quality, risk management, and safety compliance across projects. They will also develop staff through mentoring, hiring, and performance management, and represent Civil Science in municipal, regional, and state forums and industry organizations.

Business development duties include leading efforts in the ND public works market, identifying new clients, pursuing strategic opportunities, overseeing proposal development, monitoring municipal funding cycles, and cultivating long‑term relationships with agencies, councils, and community partners.

• Set division strategy, planning, budgeting, forecasting, and performance tracking.
• Ensure project quality, risk management, and safety compliance.
• Mentor, hire, and manage performance of engineers, surveyors, and support staff.
• Represent Civil Science in municipal, regional, and state industry forums.
• Lead business development for ND public works, identify new clients, and oversee proposal creation.
• Monitor municipal funding cycles and position the division for upcoming opportunities.
• Build and maintain long‑term relationships with agencies, councils, and community partners.

Requirements

Civil Science seeks an experienced Public Works Division Manager to lead its public works practice in North Dakota, reporting to the Area Manager and overseeing project managers, engineers, surveyors, and support staff. This role is ideal for a licensed engineer who excels in team leadership, business development, and technical excellence.

Candidates must hold a North Dakota Professional Engineer license, a bachelor's degree in civil engineering, and at least 12 years of experience with public works and civil infrastructure projects such as water, sewer, storm sewer, and land development. A valid driver’s license, ability to pass background and driving‑record checks, and physical capability to work on construction sites and lift up to 50 lb are also required.

• Required: North Dakota PE, civil engineering BS, 12+ years of relevant public works experience.
• Proven ability to generate revenue‑producing client relationships in the ND market.
• Strong communication, organization, leadership, and negotiation skills.
• Physical ability to work on active construction sites, lift up to 50 lb, and perform varied tasks (standing, walking, climbing, etc.).
• Key competencies: strategic thinking, financial acumen, business development, talent acquisition, technical/regulatory expertise, communication.
