The Director, Engineering PMO – Transmission Line leads the Engineering Project Management Office for QISG’s transmission line portfolio, providing enterprise‑level leadership, governance, and continuous improvement. This role partners with executive leadership, operations, customers, and Quanta Operating Units to ensure engineering capabilities support growth, execution certainty, and long‑term value creation.
In this position you will set the vision and strategy for the Transmission Line Engineering PMO, establish governance frameworks, oversee portfolio performance, and drive risk mitigation across all projects. You will integrate engineering with construction, procurement and operations, mentor senior engineering leaders, define workforce strategies, manage service‑provider relationships, and champion safety, quality, and innovation throughout the organization.
- Set vision, strategy and priorities for the Transmission Line Engineering PMO aligned with business objectives.
- Establish and enforce engineering governance frameworks, standards and controls across project lifecycles.
- Oversee portfolio performance, ensuring schedule, budget, quality and safety targets are met.
- Implement performance dashboards, KPIs and executive reporting for portfolio management.
- Identify and mitigate technical, resourcing and execution risks early in the project pipeline.
- Integrate engineering with construction, procurement and operations at the program level.
- Lead, mentor and develop engineering project managers and senior engineering leaders.
- Define and execute workforce strategy, including staffing models, succession planning and capability development.
- Manage engineering service providers, set KPIs, monitor performance and ensure contractual compliance.
- Provide executive-level engineering input for business development, proposals and risk reviews.
- Drive innovation through standardized processes, digital tools and emerging technologies.
- Promote a culture of safety, quality, accountability and continuous improvement.

The ideal candidate brings at least 15 years of progressive experience in the electric utility industry, a B.S. in Engineering (ABET‑accredited) with a master’s degree preferred, and a Professional Engineer license. You have a proven track record leading large, multidisciplinary engineering organizations, deep technical expertise in structural, civil, or electrical engineering, and extensive knowledge of utility standards, codes, and regulatory requirements. Strong financial acumen, project‑control expertise, and executive‑level communication skills are essential.
- Minimum 15 years progressive experience in electric utility engineering and high‑voltage transmission projects.
- Bachelor’s degree in Engineering (ABET‑accredited); Master’s preferred.
- Professional Engineer (P.E.) license preferred.
- Proven leadership of large, multidisciplinary engineering organizations and portfolios.
- Deep expertise in structural, civil or electrical engineering with executive‑level technical oversight.
- Extensive knowledge of utility engineering standards, codes and regulatory requirements.
- Strong financial acumen; experience managing budgets, forecasts and resource planning.
- Expertise in project controls, cost estimating, risk management and performance reporting.
- Excellent communication and influencing skills with executive, client and regulator stakeholders.
- Ability to develop strategic plans, drive standardization and continuous improvement.
