The Director, ERP Implementation & Transformation provides leadership for strategic planning, delivery, and optimization of the City’s enterprise HCM platforms. This role bridges People & Equity strategy, workforce transformation, and technology enablement to ensure ERP HCM solutions deliver measurable value across workforce planning, payroll, talent management, employee experience, and operational efficiency. It also aligns people processes, systems, and analytics with organizational priorities, equity commitments, and legislative requirements.
In the strategic leadership function, the Director develops and executes a multi‑year ERP HCM strategy and roadmap aligned with City priorities. Responsibilities include oversight of the full ERP HCM lifecycle—Core HR, Payroll, Time and Attendance, Benefits, Talent, Workforce Management, and Budget—while ensuring scalability, integration and sustainability. The role governs multiple concurrent workstreams, conducts fit‑gap analysis, approves functional and technical designs, and establishes performance metrics, governance frameworks, and reporting mechanisms.
The Director leads the business transformation associated with HCM modernization, delivering change management, communication, training and engagement strategies to drive effective adoption. Accountability for workforce analytics, reporting and data governance is central, translating insights into actionable strategies and KPIs for senior leadership. The role ensures data integrity, security, privacy and compliance with legislative and collective‑agreement requirements while pursuing continuous optimization through automation and workflow improvements.
As the primary liaison with Technology Services, ERP vendors, consultants and internal HR, Finance and Operations partners, the Director leads contract negotiations, service‑level agreements and vendor performance management to secure value for money. Regular updates are provided to executive committees and senior leadership on progress, risks and outcomes, and the Director represents the division at Community Councils, Standing Committees and City Council, offering strategic advice on workforce systems and emerging trends.
The Director is responsible for identifying and mitigating technology, operational and business risks associated with ERP HCM systems and for business continuity planning for People & Equity and Payroll platforms. In partnership with Technology Services, the role ensures system resilience, security and alignment with enterprise architecture standards, overseeing service planning, quality assurance, performance monitoring and resolution of escalated issues to maintain operational integrity.
Key qualifications include extensive senior leadership experience delivering enterprise ERP HCM solutions in large, complex organizations—preferably the public sector—and proven ability to lead large‑scale business and technology transformation initiatives. Strong expertise in HCM process harmonization, ERP governance, workforce analytics and change management is required, along with experience managing complex vendor ecosystems and contracts. Excellent communication and influencing skills with executives, governing bodies and diverse stakeholders, as well as a demonstrated commitment to equity, inclusion and public service excellence, are essential.

The position reports to the Chief People Officer and the Executive Steering Committee for HCM and ERP. Salary ranges from $195,150 to $254,800 (TM5482, wage grade 11) with an ideal hiring zone of $208,000–$226,397. The work schedule is Monday to Friday, 35 hours per week, non‑union.
