Senior Cost Manager / Quantity Surveyor - Data Center Construction

Description

The Senior Cost Manager/Quantity Surveyor will act as the primary client interface on a large‑scale, mission‑critical data‑center programme, ensuring delivery on time, within budget and to the highest standards. The role requires strong governance, commercial rigor and stakeholder engagement, and involves leading cost planning, reporting, procurement, change control and value‑engineering activities while mentoring junior team members.

• Develop and maintain detailed cost plans and estimates through design and delivery phases.
• Produce monthly cost reports, executive summaries and funding data for stakeholders.
• Coordinate cost information from design teams, contractors, subcontractors and vendors for validation and auditing.
• Compile built‑cost records for benchmarking and continuous improvement.
• Lead procurement strategy, review contractor/subcontractor pricing, validate scope and negotiate contracts.
• Manage final accounts and ensure timely agreement.
• Own change control: review, estimate, negotiate and reconcile change orders and post‑contract cost variances.
• Support cost risk analysis, scenario planning, contingency management and commitment tracking.
• Implement robust cost control systems, including Earned Value Management where applicable.
• Integrate cost with schedule and scope, working closely with project controls and scheduling teams.
• Drive engineering priorities based on cost impact and lead value‑engineering initiatives.
• Monitor market trends such as escalation, labour availability and material pricing and provide insights.
• Serve as primary client interface, delivering service excellence and meeting objectives.
• Prepare and present executive‑level updates and written comments on contractor submissions.
• Ensure compliance with internal Business Management Systems, delivery methodologies and SOX controls.
• Mentor and coach junior team members to foster a high‑performance culture.
• Track financial performance, including margin, monthly fee and resource forecasts.

Requirements

• Bachelor’s degree in Construction Management, Quantity Surveying, Engineering or related field.
• 5–7+ years’ experience in cost management/project controls for mission‑critical environments such as data centres.
• Construction consultancy experience on medium to large, complex projects (preferred).
• Strong knowledge of MEP systems, resilience requirements and hyperscale data‑centre infrastructure.
• Expertise in budgeting, financial reporting, cost control systems and Earned Value Management.
• Proven procurement and commercial contract management skills.
• RICS accreditation or progress toward certification (advantageous).
• Excellent communication, negotiation and stakeholder management abilities.
• Strong analytical and problem‑solving skills with high attention to detail.
• Proficiency with industry‑standard cost management tools and software.
