  • Perform complex engineering design and planning tasks, including reviews and assessments of transportation planning studies.
  • Implement project management principles to monitor and control project execution.
  • Perform data collection, analysis, and plan development.
  • Comply with company policies, including human resources, safety protocols, and IT procedures.
  • Bid Phase and Construction Phase – assist the client during the Bid Phase and Construction Phase as Engineer of Record (EOR), if necessary.
  • Coordinate with utility companies, stakeholders, and other public agencies
  • Roadway Design (MicroStation and Open Roads) and plan preparation
  • Project Schedules - develop and update project schedules for efficiency and effectiveness.
  • Perform advanced engineering design work, including the development of layouts, sketches, plans, and estimates.
  • Actively participate in financial management, marketing efforts, and project planning.
  • Conduct on-site engineering reviews, analyses, and technical support.
  • Ensure adherence to QA/QC procedures (Atlas and Client)
  • Represent the company in meetings and presentations.
  • Market and develop new business opportunities, particularly with TxDOT and other major clients.
  • Coordinate and monitor assigned projects, programs, and plans.
  • Meet regularly with clients to ensure continuous service improvement.
  • Contribute to business strategy planning, ensuring sustainable growth within the transportation service line.
  • Manage project budgets and invoicing to maintain financial health.
  • Provide senior project management services, including leadership and oversight for major transportation projects (roadway schematic and PS&E).
  • Review and process Plans, Specifications & Estimates (PS&E) submissions, special provisions, and other related documents.

  • Experience with planning, organizing, and executing projects under strict deadlines.
  • Experience in business development and operational management a plus.
  • Excellent organizational skills, with the ability to manage schedules and project budgets.
  • Education: Bachelors Degree in Civil Engineering (BSCE).
  • Proficient in creating and reviewing technical documentation, designs, and proposals.
  • Experience: 10-15 years of relevant experience in roadway design PS&E, including TxDOT roadway, demolition, signing/pavement markings, traffic control, traffic signals, storm sewer, utilities and various other elements of a roadway/highway scope of work.
  • Ability to collaborate effectively with professionals, clients, and local organizations.
  • Licensure: Texas Professional Engineering License (PE).
  • Proficient in problem-solving, decision-making, and evaluating alternative solutions.
  • Strong written and verbal communication skills.
