The Service Foreman reports to the Superintendent and provides direct supervision and coordination for a service crew on civil construction projects, while also participating hands‑on in various tasks. This role ensures that construction activities such as underground pipe installation, excavation, grade work, and water services are performed efficiently and safely.
- Supervise and coordinate service crew performing underground pipe, excavation, grade work, and water services.
- Plan, document, and execute work activities independently, including hydrostatic, vacuum, air testing, and mud work on sewer and storm manholes.
- Operate various heavy construction equipment as needed.
- Communicate with managers and subcontractors to interpret specifications, resolve problems, and coordinate construction activities.
- Inspect work progress, equipment, and sites to ensure compliance with workmanship and safety protocols.
- Conduct tailgate safety meetings and safety program orientation, ensuring strict adherence to safety policies.
- Order, inspect, and manage equipment based on project specifications.
- Report progress, time, material usage, and issues to the Superintendent.
- Provide on‑site leadership, training, discipline, and conflict resolution.
- Read and interpret construction plans, drawings, and specifications for civil projects.
- Operate a variety of earth‑moving machines and equipment.
- Apply leadership skills to assign, direct, inspect work, reward or discipline employees, and resolve conflicts.

The position requires constant physical effort, including extended standing for an eight‑hour shift, intermittent walking, climbing, and regular twisting, bending, stooping, kneeling, and crouching. The foreman must be able to repeatedly lift, push, pull, or carry up to 50 pounds and occasionally handle heavier loads, while maintaining good hand‑eye‑foot coordination and vision.
Applicants must hold a high school diploma or GED and have at least five years of experience as a Service Foreman with a heavy highway construction company or equivalent underground utility experience. A valid driver’s license with a satisfactory driving record is also required.
Work is performed outdoors in all weather conditions, often near heavy equipment and moving mechanical parts, and may involve exposure to wet conditions, vibration, fumes, lubricants, airborne particles, dust, and moderate to loud noise levels.
- Possess knowledge of highway construction, underground utilities, excavation, and water services.
- Experience in scheduling, ordering, field supervision, safety management, quality control, and budgeting of dirt operations.
- Exhibit a safety‑first attitude with strict adherence to safety procedures.
