  • Ensure that design, construction and commissioning risks are identified, documented and managed to minimise the impact on the client and ensure safe and cost-efficient construction and operation.
  • Ensure that the delivery of the Cwm Taf programme is done in full compliance with best H&S standards ensuring clarity of roles between Client, Principal Contractor and Principal Designer.
  • As part of the Water Leadership Team, lead on all things health, safety and wellbeing.
  • Ensuring the team can right-size and flex with the skills required to meet the programme needs.
  • Ensure that all stages of governance from internal and external processes and stakeholders are complied with fully and in a timely manner to achieve the programme milestones. As part of the DPC Management Team, assist in reporting into a DPC Steering Group and DCC Board in order to achieve the decisions required to deliver the scheme.
  • Ensure that robust budgets for each phase of work are developed, financed and the outcomes are achieved within the approved sums. Working with PMO on risk registers and the management of change.
  • Working as the client to the capital delivery process to ensure appropriateness of design and construction with adequate due diligence tests on designer and contractor proposals.
  • Leading a multidisciplinary team of Dŵr Cymru Cyfyngedig (DCC) and external consultants to develop, manage and deliver the programme of works that will be required to deliver the Cwm Taf DPC project.
  • Other Delivery Lead activities include supporting the Head of Water Capital Delivery and the wider DCC business on development of their PR29 strategy and production of the necessary supporting information to support any PR29 DPC/SIPR submission.
  • Working with all stakeholders to maintain an accurate forecast of cost and programme through all stages of the project life cycle. Responding to information requests from key stakeholders.
  • Provide direction and management on the chosen design and delivery contracting options and support and input to the tender evaluation criteria. Assess the tenders and make a recommendation to the Board for contract award from a design, build and finance position.
  • Working closely with the Operations, Assets, Procurement, Regulation and Capital Delivery to ensure all DCC stakeholders are onboard with the strategy and problems are escalated and resolved in a timely manner.

  • Strong working relationships across multiple departments but primarily Design, Build, PMO, Procurement and Operations
  • DWI/Ofwat/NRW/WG/Local councils/Customers/BBNPA/LPA’s
  • Strong business and portfolio delivery skills. Programme Management expertise
  • A strong knowledge of the Water Industry and water and wastewater treatment processes and network operations.
  • MBA, Chartership or business school level leadership development
  • Capital Silver Standby – currently (typically 1 shift in 30)
  • Strong commercial/financial track record developed within a multi-stakeholder and regulated environment.
  • Demonstrable experience of OJEU procurement for large scale infrastructure projects including the economics of large infrastructure developments, provision of tender documentation, evaluation and award.
  • A track record of delivering PFI/PPP projects, working the interfaces between engineering, legal and finance on contracts for investment and construction.
