Provide technical analysis and data for required federal, state, and public utility commission filings, and testimony necessary to develop potential projects and meet submittal milestones. Represent Xcel Energy in public and private stakeholder meetings in regard to activities related to development of generation projects. Monitor and provide periodic project status reports to project teams, management, subcontractors, customers, owners, and other project stakeholders.
Provide leadership & coordination of multi-disciplinary, matrixed project teams to perform technical due diligence and engineering development tasks to fully develop project scope, project estimate, project schedule, preliminary engineering, construction, and overall execution strategy. Identify options and execution strategy to mitigate risks and engineering analysis, project value analyses, executive and detailed reports regarding project outcomes and technical problem solutions. Develop and track cross-departmental actions items and milestones, including cost tracking and reconciliation.
Lead the coordination of technical tasks during the feasibility and development phases of generation projects within Corporate and Project Development (CPD). On behalf of the CPD and Major Projects Group, manage collaboration with Corporate Development, Legal, Regulatory Affairs, Supply Chain, Siting & Land Rights, Energy Supply Operations, Energy Supply Asset Analytics, 3rd party development organizations, consultants and others to fully assess and define technical parameters including, but not limited to, performance evaluations, operational requirements, permitting, site suitability assessments, constructability reviews, RFP/RFQ bid package development, environmental studies, project performance parameters, project cost estimates and schedules, project cash flow forecasts and budgets, project risk assessments, and QA/QC requirements
Provide assurance for the application of technical specifications, best practices and continuous improvement of the generation program across the development portfolio, including the standardized application of Xcel Energy, CPD, Major Projects Group, and engineering and capital project management policies. Ensure knowledge management of lessons learned and best practices for generation project development and design. Foster engagement with key stakeholders within the generation power industry to keep abreast of the latest technological advancements in technology.
Ensure proper transition to the Major Projects Group’s Project Management team as the project moves to the execution phase. Support the execution project team by providing clarifications for deliverables and assisting with carryover or newly identified development issues. Ensure the Major Projects Group’s leadership is engaged in matters related to strategy, cost, risk, and safety, and are also kept abreast of development activities occurring in their respective regions or areas of responsibilities (e.g. Engineering; Construction; Capital Projects).
