Program Controls Specialist

• Develop and implement project control tools and procedures aligned with best practices.
• Review and evaluate proposed changes to project budgets and scopes.
• Recommend policy and procedural improvements to enhance project delivery.
• Assist with cost control, budget tracking, and data validation across multiple projects.
• Coordinate with internal teams to resolve budget, schedule, or scope-related issues.
• Provide audit support and ensure documentation is accurate and comprehensive.
• Create metrics and generate timely, insightful reports for stakeholders.
• Support senior team members in program analysis and decision-making.
• Design new control processes related to budgeting, scheduling, and program integration.
• Analyze, validate, and report project and program-level data to ensure accuracy.

Avsar Construction is seeking a skilled Program Controls Specialist to support our growing portfolio of infrastructure and construction projects. This role is ideal for a detail-oriented professional with strong experience in cost control, data management, and project reporting within large-scale capital programs.

• Strong organizational and planning abilities.
• Excellent verbal and written communication skills.
• Candidates without a degree may substitute additional relevant experience on a year-for-year basis.
• Bachelor's degree in Engineering, Construction Management, Information Technology, Finance/Accounting, or Business Administration.
• Collaborative mindset and ability to work effectively across teams.
• Proficient in Microsoft Office Suite.
• Hands-on experience with tools such as Oracle Primavera, Unifier, Timberline Gold, or equivalent project controls software.
• 6+ years of full-time experience in project controls, including planning, budgeting, forecasting, scheduling, and reporting.
• At least 3 years in a similar role on infrastructure or construction projects, ideally with a government agency.
