Ensure design intent aligns with delivery capabilities and safety requirements and facilitate constructability reviews and design risk assessments.
Ensure commercial alignment between design and delivery and cost optimisation initiatives without compromising safety or quality.
Ensure compliance with regulatory and contractual requirements, whilst driving innovation and continuous improvement.
Finally, ensure readiness for site mobilisation through robust planning and stakeholder coordination.
Lead bid response and tender submissions including the preparation and completion of quality submission, in coordination with the allocated Bid Manager.
Create and classify tender opportunities, whilst preparing and managing tender documents.
Coordinate pricing activities with the estimating team, with strategic input from the technical and project teams, to develop competitive offers and successful work winning.
Oversee seamless transition from Pre-Construction over to the Operational Teams with comprehensive transfer documents.
Support early procurement strategies and package scoping.
Coordinate technical due diligence, risk identification and mitigation, with estimating and technical teams throughout the preconstruction stage.
Lead the pre-construction phase across multiple high-value projects, collaborating with clients and internal teams to define project scope, budgets and timelines.
Determine best strategy for major project bids, tender submissions and value engineering processes by driving early engagement with clients, consultants, and supply chain partners.
Develop and manage pre-construction programmes, including design, procurement, and mobilisation milestones. Identify and mitigate risks early in the project lifecycle.
Assemble interview teams and prepare/manage Post Tender Interview Presentations.
Champion “Safety in Design” principles and ensure they are embedded. Ensure all pre-construction activities comply with CDM regulations and internal HSEQ standards. Lead pre-construction safety reviews and ensure lessons learned are captured and applied.

Excellent communication and stakeholder management skills with the ability to build relationships internally and externally.
Ability to lead complex project and influence outcomes at a senior level.
Degree or equivalent in Engineering or Construction, or a related discipline would be desirable.
Proven experience in pre-construction or project development within a similar industry for a main contractor or large subcontractor.
Strong commercial acumen and strategic thinking.
Strong leadership capabilities with a track record of managing high-performing teams.
Thorough understanding of UK Health & Safety construction laws.
Proven experience in bid management or a similar role.
