Formulates and leads project estimates/proposals to ensure a quality, accurate and timely submission. This includes working closely with current team of estimators and project managers to provide turnkey cost estimates.
Presents estimate quantities, rationale, and scheme to management during bid reviews.
Performs additional assignments per Management’s direction.
Identifies project risks and potential contingencies.
Produces pre-bid construction schedules.
Performs material take-offs, organizes pre-bid data, researches past costs, and develops construction sequence.
Collaborates with other Ballard managers to determine win strategies for bids.
Conducts constructability studies.
Attends and is an active participant in weekly job progress meetings with operations, accounting, and field staff.
Leads bid kick-off and board review meetings.
Performs site visits and investigations as needed.
Organizes and conducts handoff of project to operations if project awarded.
Develops project work plans, schedules, and submittals.
Will sit and stand for several hours at a time
Attends pre-job job meetings.
Reviews proposal specifications and drawings to determine scope of work and contents of estimate.
Leads project hand-off meetings with key operational staff.

Experience working in heavy civil/marine construction with at least ten years of combined construction and estimating experience
Strong computer skills including experience with Microsoft Office Suite, MS Project, P6, and AutoCAD
Ability to proactively identify issues and offer solutions
Experience in estimating projects with values up to $50 million
Ability to work in a fast-paced environment while satisfying customer needs and maintaining effective working relationships.
Working outdoors in various temperatures and conditions
Bachelor’s degree in construction management, Construction Engineering Management, Civil Engineering, or related field
Excellent interpersonal communication skills
Will travel on land, water, and aircraft
Experience working on Early Contractor Involvement (ECI) contract projects a plus
Experience working on Joint Venture pursuits a plus
Working knowledge of standard marine and heavy civil construction practices
Ability to work independently. Excellent organizational and time management skills
