  • Identify cost savings and process efficiencies through advanced sourcing, spend analysis, and supplier management.
  • Design and implement procurement policies, procedures, and standards to align with Keolis objectives.
  • Partner with Legal to ensure compliance and risk mitigation in all contract activities.
  • Conduct procurement due diligence and market analysis for M&A and business development efforts.
  • Foster cross-functional collaboration, knowledge sharing, and alignment with “The Keolis Way”.
  • Promote supply chain optimization through strategic supplier partnerships, KPI tracking, and cost/risk analysis.
  • Introduce and enforce best practices in contract lifecycle management.
  • Provide procurement guidance during major bid submissions and acquisitions.
  • Lead procurement collaboration across divisions in partnership with the VP of Financial Control.
  • Develop and execute a multi-year procurement strategy in collaboration with business units across Keolis North America (US Transit, US Rail, Canada).
  • Drive vendor consolidation and master agreement development to optimize supplier base and reduce costs.
  • Lead supplier performance reviews and continuous improvement initiatives.
  • Lead coordination of procurement-related content in bid responses, ensuring alignment with cost, risk, and compliance objectives.
  • Build organizational procurement capability and promote a culture of continuous improvement.
  • Manage and mentor a high-performing procurement team.
  • Drive supplier rationalization and ensure alignment with Keolis operational standards.
  • Draft, negotiate, and secure regional and master contracts, while equipping field teams with templates and tools for local contracting.
  • Leverage ERP/EAM tools (e.g., Microsoft D365) and data visualization platforms to enable smarter procurement decisions.
  • Manage and oversee Disadvantaged Business Enterprise (DBE) participation and compliance across bids, ensuring adherence to federal, state, and local DBE requirements and promoting supplier diversity within the procurement strategy.

  • Prior experience implementing procurement systems and ERP platforms (Microsoft D365 experience strongly preferred).
  • Experience defining and monitoring procurement KPIs.
  • 8–10 years of progressive experience in procurement, sourcing, contract negotiation, and vendor management.
  • Ability to operate independently, manage ambiguity, and drive initiatives to completion.
  • Technologically adept with proficiency in Excel, Word, PowerPoint, and data visualization tools.
  • Strong leadership and stakeholder management skills across a matrixed organization.
  • MBA or equivalent advanced degree preferred.
  • Advanced negotiation skills and strong written/verbal communication abilities.
  • Bachelor’s degree in Business Administration, Accounting, Transportation, Engineering, or a related field.
  • Strong ethical foundation and ability to handle sensitive and confidential information.
  • Demonstrated success in managing complex supplier relationships and contract portfolios.
  • Experience in transportation, construction, engineering, or related industries preferred.
  • Change management and continuous improvement mindset.
  • Strong knowledge of strategic sourcing methodologies, supplier management, budgeting, and P2P processes.
