The Estimator develops detailed cost estimates for Extra High Voltage (EHV) transmission projects ranging from 115 kV to 500 kV, including new construction, rebuilds, line relocations, and storm hardening. This role supports growth and profitability by delivering accurate, competitive bids and coordinating early‑stage project planning with internal teams and utility clients.
- Analyze bid packages, engineering drawings, one-lines, structure lists, and profiles to develop comprehensive takeoffs and estimates.
- Prepare labor, equipment, subcontractor, and material estimates based on known production rates and field input.
- Develop budgets and bid proposals in alignment with client specifications and internal margin goals.
- Participate in constructability reviews and pre‑bid job walks to validate access, site conditions, and phasing.
- Collaborate with Project Management, Operations, and Engineering to ensure consistency between estimate and project execution plan.
- Solicit and qualify quotes from suppliers and subcontractors; maintain current pricing databases.
- Identify commercial and technical risk exposures in bid packages and support the development of mitigation strategies.
- Support the pricing and documentation of change orders, scope growth, and contract modifications.
- Prepare and maintain detailed bid summaries, assumptions, exclusions, and clarifications.
- Lead hand‑off meetings with operations to transition successful bids into active projects.
- Track and analyze historical cost data to refine labor/productivity assumptions and improve estimate accuracy.

The position is office‑based with occasional travel for site walkdowns, pre‑bid meetings, and client engagement. Candidates must be able to lift up to 25 lb, sit or stand for extended periods, and navigate uneven terrain during site visits while using standard office software and estimating systems daily.
Successful estimators show initiative by improving estimate accuracy, take ownership of their work, collaborate across operations, safety, project controls, and procurement, and adapt quickly to changing bid schedules or client feedback.
- High school diploma or GED.
- Minimum 2 years estimating experience in EHV transmission line construction (69 kV–500 kV).
- Ability to interpret engineering drawings, structure tables, plan/profile sheets, and specifications.
- Strong understanding of high‑voltage construction processes (access prep, foundations, structure erection, conductor installation, environmental controls).
- Proficiency in Excel and estimating software (Bid2Win, HeavyBid, InEight, or equivalent).
- Strong communication skills for interfacing with project managers, field leadership, engineers, and clients.
- Detail‑oriented with ability to manage multiple priorities under tight deadlines.
- Bachelor’s degree in Construction Management, Engineering, or related field.
- Prior field experience in transmission line construction (foreman, superintendent, or PE).
- Familiarity with scheduling tools such as Primavera P6 or MS Project.
- Knowledge of industry standards (NESC, OSHA 1926, utility‑specific specifications).
- Experience with investor‑owned utility bid systems (e.g., Duke Energy, Southern Company, Dominion).
