Assist with Client Capital Program by working with Design and Construction Teams on work plans, project prioritization and the assessment of project feasibility and deliverability while supporting and fostering high levels of team performance.
Collaborate with other project managers and team leaders and provide technical assistance to staff members.
Sometimes required to work extra hours, including weekends, to attend community events and meetings and keep up with unexpected situations impacting on the project.
Conduct / participate in regularly scheduled meetings with the appropriate parties to ensure the project scope, schedule and budget are maintained.
Advance projects through established milestones, developing and implementing recovery plans for unavoidable delays.
Establish consistent work plans, budgets, business rules and project development for the successful delivery of engineering projects.
Establish protocols to train and develop program managers, defining engineering standards, and drive program success.
Usually works in an office setting and may occasionally work in outside weather conditions.
Lead the delivery of engineering projects, ensuring timely completion and high-quality results.
Prepare project status reports for supervisors, senior and executive staff on a periodic basis.
Provide superior client services and manages and maintains the client relationship.
Collaborate with project team to retain the necessary internal and external resources, including appropriate professional services, to advance the assigned projects to conceptual/preliminary design or final design.
Interact with Client staff departments to establish agreements, force accounts and the like in support of project work.
Provides input into strategic decisions that affect related engineering projects.
Work with Client staff to develop detailed project scope of work based on a statement of problem or a desired outcome. Establish project economics and timeline in conjunction with the appropriate stakeholders.
Take the lead in establishing project risk parameters and developing the appropriate risk contingency plans.

Demonstrated superior customer service, decision-making, problem solving, conflict resolution and interpersonal skills; and excellent communication skills as this position is client facing.
Substantive knowledge of Oregon Department of Transportation and/or Washington Department of Transportation policies and procedures related to design criteria, management systems, and administration.
Substantive knowledge of project management scheduling, cost control, and scope/code compliance review procedures, change order process, along with knowledge of multidiscipline engineering and construction principles.
Demonstrated experience in management, engineering design, and/or construction fields including establishment of plans, setting priorities, and incorporating facility requirements into project plans.
20-25% local travel to construction sites or event locations
Usually works a standard 40-hour workweek either daytime or nighttime.
Extensive experience in managing and influencing diverse work groups, project teams and internal and external stakeholders, including Regulatory Agencies and public utilities.
Must be able to collaborate with cross-functional teams, suppliers, and stakeholders to align project objectives.
P.E. License a plus.
Solid Organization and time management skills with the ability to prioritize multiple tasks.
Demonstrated experience working on large scale projects and/or large capital programs from a Design and Construction aspects.
Minimum of 20 plus years’ experience in progressively more responsible positions in the development and delivery of A/E projects.
Must demonstrate Integrity, Excellence and Ingenuity in all aspects of business relationships and work.
Bachelor’s degree in engineering or architecture from an accredited college or university;
PMP Certification a plus.
Good verbal and written communication skills including technical writing.
Demonstrated knowledge of capital planning and assessment, procurement, project planning and development, and risk management protocols.
Must be physically capable of walking and moving about on the construction sites, have good hand-eye coordination.
Must have the permanent use of an automobile that is properly insured.
Proficiency/expertise in project management tools (e.g., MS Project) and in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, and Teams), as well as adaptable in using client specific software applications
A valid driver's license is required.
Ability to work evening hours on occasion.
Strong communication and leadership skills, with the ability to work effectively with clients, staff members, and other stakeholders.
Must have reliable transportation and/or means of transportation to the office and project sites.
