  • Coordinate with IESO, external MSPs and internally with Engineering & Construction Services regarding the submission of transmission tariff list, wholesale totalization tables and required IESO forms and documents. Coordinate with Meter Data Services, Inergi Settlements and Business Customer Centre to gain acceptance of new proposals consistent with guidelines set out by the regulator or to solve legacy problems. Issues may become controversial when balancing the Company needs against billing production system constraints.
  • Review the setup or revision of wholesale settlements or retail billings or generator payments for customers and generators. Prepare IESO energy/transmission totalization tables associated with wholesale settlements. Prepare retail totalization tables for retail billing and generation payments. Review the setup of settlements information in other systems and databases.
  • Provide support regarding settlements functions in relation to transmission and distribution connectivity, revenue metering, asset and customer policies, customer services, the application of tariffs.
  • Exchange information with outside organizations such as OPA, IESO, 3rd party MSP, service providers. Work with customers regarding billing inquiries.
  • Review and assist Supervisor with implementing and maintaining customer account/meter data relationship in load data management database.
  • Review and advise regarding audits to ensure billing parameters such as (rate class, total loss application including transformer loss allowance/adjustments and transformer ownership), have been correctly applied and reflected in the subsequent bill to the customer. Forward discrepancies identified to senior staff.
  • Assist Supervisor with the development of business processes and procedures required to ensure the integrity of settlements functions including compliance with OEB Codes, Transmission and Distribution licenses and rate orders and IESO Market Rules and OPA Program Rules.
  • Handle escalated customer enquires regarding billing and payment issues, including process issues with 3rd parties such as the IESO and OPA as well as other Hydro One’s initiatives. Review on customer requests to modify existing accounts and services. Respond to customers in a timely manner.
  • Review customer and generator end-to-end (setup to billing) connection process.
  • Review estimated data for wholesale and retail meters.
  • Keep abreast of OEB Transmission and Distribution System Codes, Retail Settlement Code, IESO Market Rules and OPA Program Rules.
  • Coordinate with Inergi settlement, MSP/MDS, field staff and other LDC to identify, investigate and settle short term load transfer and long term load transfers.

  • Requires a good knowledge of English, written and oral presentation skills to communicate effectively.
  • Requires experience in the areas of load data analysis, customer service & planning to contribute to the integrated business plans, business strategies and objectives.
  • Requires experience with the organization structure, with an understanding of the roles and accountabilities of other internal business units with respect to billing and settlements processes.
  • Requires experience with various aspects of the transmission and distribution systems and utility service practices to understand business objectives and approach to the wholesale and retail settlements in the electricity market. Requires experience in billing and settlement functions and processes including contributing to the development of such processes, monitoring, identifying process issues and gaps and developing solutions to specific problems.
  • Requires experience to understand the billing/settlements systems (CSS, MV-90, MV-Star, MV-PBS), tariff design and implementation of OEB rate orders in relation to billing & settlements systems.
  • This knowledge is considered to be normally acquired either in a four-year university education in an appropriate engineering field or the equivalent level of education.
  • Requires experience to be familiar with Hydro One Networks' practices of managing customer service issues.
  • A period of over 8 years and up to and including 10 years is considered necessary to gain this experience.
  • Requires an understanding of the specific initiatives of the business unit.
  • Requires experience to be familiar with the needs and issues of load and/or generator customers and to provide cost effective solutions consistent with the changing Ontario Energy Board (OEB) regulatory and licensing requirements and Independent Electricity System Operator (IESO) market rules.
  • Requires knowledge of business administration, economics, project management and engineering to contribute to the development and implementation of transmission and distribution billing and settlement business processes.
