Implement GR/IR strategies to promote timely payment to suppliers.
Assist in developing subcontract specifications, work statements, and terms & conditions for specialized materials, equipment, and services.
Measure, manage, and improve supplier performance, initiating corrective actions when necessary.
Serve as the primary point of contact between the subcontractor and project management team, remaining accountable to Supply Chain leadership.
Address critical, time-sensitive, and complex issues including proposal evaluations, contract documentation, and modifications for contract changes.

Manage the seamless integration of Subcontracts, Engineering, Quality, Finance, and Planning teams.
Oversee the entire procurement cycle, coordinating between KBR’s technical team and suppliers across various functional teams.
Control costs, manage cost avoidance, and perform price analysis as required.
Drive all aspects of major subcontract execution including cost, schedule, technical, and quality performance, ensuring full integration of subcontract work within the program (e.g., proposals, negotiations, contract execution).
Develop supplier sourcing strategies and metrics (scorecards) for all commodity products.
Research market trends to maintain a world-class procurement environment.
Lead key supplier negotiations regarding cost, terms & conditions, and long-term agreements.
Effectively manage and mentor the Purchasing/Subcontracts Team, ensuring they meet team objectives while being developed to their maximum potential. This includes conducting performance appraisals and identifying training and development needs.
Implement initiatives to improve efficiency and sustain KPIs.

Proven experience managing Subcontract Administrators and Subcontract Managers.
Experience supporting all subcontract types (IDIQ, Cost Reimbursable, Fixed Price, etc.), negotiations, terms and conditions, incentive arrangements, and order placement.
Ability to analyze and drive improvements in the procurement process.
Strong working knowledge of FAR (Federal Acquisition Regulation) and DFAR (Defense Federal Acquisition Regulation Supplement).
Experience: 20+ years of experience in procurement and subcontract management, with at least 8 - 10 years in a management role.
Ability to communicate effectively at all organizational levels, including with international teams and suppliers.
Strong leadership and mentoring skills, with the ability to guide a team to achieve objectives and maximize their potential.
Significant experience working with and/or leading audits with DCMA, including CPSR Audits, is highly preferred.
Ability to drive initiatives to improve efficiency and sustain KPIs.
Experience managing international customer/supplier relationships.
Minimum 10 - 12 years of subcontracts management experience negotiating Master Service Agreements and complex Subcontract Agreements.
Strong project management, negotiation, and conflict resolution skills.
Strong ability to implement GR/IR strategies to promote on-time payment to suppliers.
Attention to detail and the ability to solve complex problems with excellent organizational skills.
Experience managing and leading 25+ supply chain personnel is favorable.
Government Contractor / Government Solutions experience highly desirable.
In-depth understanding of global procurement processes and supply chain management.
Background Check Required.
Proven experience in establishing scope of work and writing technical or non-technical documentation including Specifications, Statements of Work, Contracts/Subcontracts, and Supplier Deliverables.
Proficiency in developing and tracking internal metrics.
US Government Contract Experience is highly desirable; specifically, experience with LOGCAP.
Excellent English communication skills, both written, verbal, and presentation to effectively communicate business cases to all levels of peers, suppliers, and management.
Significant experience negotiating Subcontract Agreements valued in the $25-$50M range.
Strong background with Cost Analysis and Price Analysis.
