Transportation Supervising Engineer (Construction Engineering)

Description

• Makes recommendations to prevent recurring problems and assist design engineers with construction projects;
• Acts as an assistant in performing highly specialized administrative or engineering studies;
• Daily project or program oversight, coordination, and direction to the staff assigned to the section
• Establishes and maintains section procedures;
• Makes special investigations and studies of complex design problems;
• Prepares reports, recommendations and correspondence;
• Prepares agreements for the testing of materials by certified outside testing agencies;
• Reviews and makes recommendations on contractor monetary claims brought against the state;
• Supervises and maintains continuous contact with project engineers;
• Schedules, assigns, oversees and reviews work of staff;
• Prepares and administers agreements for photogrammetric mapping and surveys by contract;
• Oversees the Department's Consultant Selection Panel process;
• Supervises and oversees inspection of construction work;
• Coordinates field operations with other districts;
• Recommends solutions for problems concerning materials;
• Reviews and assists in approving contract proposals prior to advertising;
• Preparing consultant agreements
• Initiates/assists in preparation of specifications;
• Makes oral presentations at public hearings or meetings;
• Recommends standards of accuracy and limits of coverage for individual projects;

• Supervises field or office functions for location, boundary, construction surveying and design projects;

• Reviews plans and specifications in preliminary and final stages;
• Conducts analytical studies of engineering costs incurred to determine amounts reimbursable under federal aid and amounts due public utilities under state and federal policies;
• Determines priorities and plans section work;
• Serves as a member of departmental committee assisting in preparation and/or revision of standard specifications;
• Prepares comprehensive reports on fiscal matters relating to departmental engineering operations;
• Confers with material producers, contractors, agency engineers, and others concerning the materials and their use;
• Checks detailed plans, specifications and estimates of cost of proposed projects;
• Coordinating design issues on Design Build projects
• Directs or provides technical assistance in conducting studies for establishing policy and procedures;
• interpret and apply principles of information systems and technologies;
• Supervises or provides highly technical assistance in conducting studies or establishing policy, procedures or methods;
• Assists, confers with and advises Transportation Principal Engineers or Transportation Assistant District Engineers on all types of projects such as construction of highways, bridges and transportation facilities;
• Initiates/directs training of technical personnel in testing and sampling of materials;
• Meeting with State, Local, and Federal Officials
• Conducts performance evaluations;
• administrative and financial controls with respect to transportation construction engineering plans, contracts, projects and reports;
• Acts as the Primary Assistant to the Chief Engineer in performing special projects and overseeing Bureau activities;
• Correlates office or field operations with other sections;

• Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
