Senior Construction Project Manager-OAR II- (Anticipated Opening)

Description

The Owner’s Authorized Representative II (OAR II) leads LAUSD construction and modernization projects from pre‑construction through close‑out, coordinating with public agencies, architects, engineers, and contractors to deliver projects on time, within budget, and in compliance with district policies and regulatory standards.

• Manage and coordinate all phases of assigned construction projects, from pre‑construction through close‑out.
• Review pre‑construction documents, provide feedback, and submit recommendations to designers.
• Monitor project status and report progress to upper management.
• Ensure regulatory compliance for off‑site work by collaborating with public agencies and internal teams.
• Oversee project budgets and schedules, maintaining financial accuracy and district standards.
• Supervise contractor activities, review schedules and submittals, and handle contractor inquiries.
• Evaluate and approve contractor substitution submittals for compliance with specifications and policies.
• Negotiate and review Contractor Change Order Proposals to ensure fair pricing.
• Oversee payments to contractors, architects, and engineers, ensuring proper processing and agreement compliance.
• Manage Professional Service Agreements between architects and LAUSD.
• Coordinate procurement and delivery of district fixtures, furniture, and equipment.
• Ensure successful project close‑out, including DSA certification and financial reconciliation.
• Adhere to applicable SOX control responsibilities.

Requirements

• Minimum 15 years of professional experience in construction or project management for commercial or public/educational facilities.
• At least 5 years managing complex projects valued over $20 million.
• Preferred: experience with design‑build projects and proficiency in BIM.
• Preferred: knowledge of LEED‑certified projects and CHPS standards.
• Preferred: familiarity with DSA design/construction processes.
• Preferred: OSHA 30 certification or equivalent safety regulation knowledge.
• Education: Bachelor’s in Architecture, Engineering, or Construction Management, or related field with ability to obtain CCM credential within one year.
• Alternative: 20+ years of experience without a degree, with requirement to obtain CCM credential within one year.
• Valid Certified Construction Manager (CCM) credential may substitute for a degree.
• Preferred licenses: Registered Architect (California) or Licensed Professional Engineer (State Board).
• Preferred certification: CCM credential from the Construction Manager Certification Institute.

Benefits

The position offers a full‑time salary range of $145,000 to $180,000, reflecting base compensation only. Turner & Townsend may adjust compensation based on experience and qualifications, and the role may require on‑site presence that can change with client needs.
