  • Coordinate worker's compensation, accident, and injury management programs with facility personnel to determine adverse trends and develop meaningful productive standards resulting in safe and effective operations.
  • Implement industrial hygiene, safety, regulatory and transportation programs as well as modifying existing plans to meet the needs of the facility(s).
  • Implement and administer programs pertaining to OSHA, medical surveillance, substance abuse testing to avoid potential liabilities and maintain a viable workforce at all VES-TS locations.
  • Manages branch level implementation of all environmental policies and programs.
  • Manages the resolution of EH&S compliance issues.
  • Establishes and ensures implementation of a system for maintaining required facility EH&S documentation, permits and plans.
  • Communicates potential non-compliance issues or practices to appropriate managers within the branch, and as needed, to the Region/Corporate EMD. Sets up and tracks issues to resolution on a timely basis.
  • Acts as chairperson on improvement team pertaining to all environmental, health, and safety programs. Makes appropriate recommendations on either a national level or modifications to facilitate the needs at various levels within VES-TS locations.
  • Assists in review of accidents to determine root causes and determinations of appropriate corrective and preventive actions, and track accident trends.
  • Maintains liaison with regulatory agencies and prepares formal responses to draft permits, NOD's, NOV's and other agency requests for information in coordination with regional, corporate, staff, operations, and general manager.
  • Reviews equipment process, and equipment process modifications for safety and regulatory compliance.
  • Provides appropriate research and investigation to support the development of existing and/or potential new environmental, transportation, health and safety policies as determined by management or required by federal, state, or local governmental agencies.
  • Manages branch level implementation of all health, safety, and transportation policies, programs, and systems (e.g., hazard communication, emergency response, lock/tagout, confined space, medical program, driver qualifications, vehicle condition reports, random drug testing, industrial hygiene, PPE, PSM)
  • Provides guidance to all levels of management regarding utilization of appropriate practices in conjunction with regulatory requirements and changes, if necessary.
  • Ensures conduct of branch EH&S self-audits and other assessments as required by company policy or Federal, State or local regulations.
  • Plans and ensures conduct of regular EH&S meetings for the division.
  • Provides training in environmental, site remediation, reactive chemical operations, emergency response, etc. as needed or requested by local operation sites.
  • Review and provide a summary of all pending regulations to management staff prior to the effective dates. Prepare and initiate implementation plans for new regulations.

  • 30-hour OSHA general industry standard training
  • Extensive knowledge in health, safety, environment, transportation methodologies
  • Strong supervisory and leadership skills
  • Must possess strong communication skills and communicate effectively, both orally and in writing, with employees, peers, management and external contacts.
  • Strong to expert knowledge of the Resource Recovery and Conservation Act (RCRA). Working knowledge of other federal and state-equivalent environmental regulations, such as, but not limited to Toxic Substances Control Act (TSCA), Clean Water Act (CWA), and Clean Air Act (CAA).
  • Computer proficient
  • Strong customer orientation
  • Minimum of 3 years in a problem-solving capacity required
  • 5 to 8 of experience in the environmental regulatory or compliance field, with specific experience in hazardous waste treatment, storage and disposal.
  • Ability to create & prepare reports as necessary
  • Valid driver's license
  • Bachelor's Degree in Engineering, Chemistry, Environmental Science or a related technical discipline.
  • Time management: the ability to organize and manage multiple deadlines
  • Approximately 10% travel required.
