Description

The position performs complex technical work involving process systems, database management, infrastructure planning, asset management, design, construction, preservation, and the operation and maintenance of water‑related facilities. It provides advanced technical analysis and expertise to support the Division’s projects and programs. The incumbent typically reports to a Manager or Senior Engineer.

• Deliver engineering, operational and maintenance support for water treatment and supply systems.
• Develop and manage databases for infrastructure planning, asset management, operations and field inspections.
• Conduct technical analysis and provide expertise for utility planning, system operations, design, construction and preservation.
• Evaluate and select equipment, instrumentation and materials such as pumps, valves, piping, meters and control devices.
• Review and comment on drawings, specifications and applications from consultants and contractors to ensure compliance with City standards.
• Supervise staff, contractors and consultants, coordinating their activities and performance.
• Operate specialized software (SCADA, WaterCad, AutoCAD, Crystal Reports, asset/maintenance management tools) to model systems, generate reports and recommend solutions.
• Develop, update and maintain equipment and infrastructure standards, specifications, processes and manuals.
• Research emerging technologies and prepare technical reports to support innovation.

Requirements

A valid Class 5 driver’s licence and an available vehicle are required, as work will be performed from variable bases such as the Wastewater Treatment Plant, Water Supply sites or other designated locations. The role involves physical work in plant, field and inclement conditions and may require supervision of staff, contractors and consultants. Successful candidates must provide a satisfactory criminal record check, proof of education, and may undergo additional competency assessments. The position also requires compliance with the Provincial Occupational Health and Safety Act and City policies.

• Hold a two‑year diploma in Mechanical, Civil, Electrical, Water Resources or Environmental Engineering Technology and a minimum of two years related utility experience.
• Apply knowledge of engineering principles, utility infrastructure management, drafting, surveying and troubleshooting of mechanical systems.
• Demonstrate intermediate proficiency with CAD and database tools, and advanced MS Office data analysis (queries, pivot tables, charts).
• Possess a valid Class 5 driver’s license, vehicle for work use, and be able to perform physical tasks in plant, field and inclement conditions.
