Review and evaluate labor and material cost reports and identify positive and negative variances to total budgets and annual operating plans.
Coordinate all aspects of assigned complex construction projects and maintenance orders to their overall successful completion by ensuring that construction efficiency is optimized from conceptual design to financial closing.
Interface with facility management for work scope, estimate approvals and funding distribution and with project controls and construction execution for scope development, estimate preparation and approval and construction planning.
Interface with project management, DOE, design, procurement, field management and superintendents at different team levels to accomplish milestones in a safe and cost-effective manner.
Perform comprehensive review and evaluation of preliminary scope, design, schedules, and estimates for new projects to determine constructability and accuracy.
Validate alignment of technical scope with baseline schedule and project / CMO estimate for constructability and approval of baseline schedule and estimates.
Develop programmatic changes and enhancements to the subcontract management program in order to satisfy DOE concerns and directives on a site-wide basis.
Through use of experience and knowledge while monitoring progress of projects and maintenance orders, identify problems / potential problems to the technical / cost / schedule baselines and implement the necessary corrective actions.
Administer and ensure compliance with elements of the direct hire or subcontract management program on a site-wide basis.
Participate in establishment and approval of technical, schedule and cost baselines for projects and CMO's.
Represents construction management on the project team and has ownership of the more complex projects and / or work authorizing documents (WAD) technical, cost and schedule baselines.

A thorough knowledge and understanding of project management and project planning at the tactical level would be ideal, along with a knowledge of operations, maintenance, or project startup and construction management and construction subcontracts.
Ability to obtain and maintain a DOE “Q” security clearance (an active DOE clearance is not initially required to perform assigned duties).
Bachelor's degree in a technical discipline and eleven to thirteen (11 – 13) years of practical experience in construction. In depth knowledge of construction costs, scheduling and the ability to develop or evaluate construction strategies and techniques. An associate's degree thirteen to fifteen (13 – 15) years of practical experience would be considered equivalent. A high school diploma and fifteen to eighteen (15 – 18) years of practical experience would also be considered equivalent.
Strong understanding of constructability reviews and able to communicate the review process with the design authorities.
Experience with large construction projects and working with DOE/NNSA
Must be a U.S. Citizen
Possessed an active DOE clearance (L or Q) within the past two (2) years.
High familiarization with glove box fabrication, components, alignment, and assembly.
Strong understanding of cross functional teams and communicates issues as they arise and see them resolved.
High familiarization with project start-up, system turnover, and operational readiness including testing and design compliance.
High familiarization with ASME codes and B31.3 pressure boundary systems.
