- Improve operational clarity through coordinated planning and performance oversight.
- Support oversight and coordination of multidisciplinary staff involved in roadway maintenance delivery, contract management, environmental compliance, technical support, and field operations.
- Support the use and evolution of technology solutions such as CMMS platforms, GIS tools, and performance dashboards.
- Assist the Program Manager in setting the vision, priorities, and strategic direction for roadway maintenance programs.
- Serve as a point of integration between Operations Centers, the PMO, contractors, and consultants.
- Advance data-driven, lifecycle-focused roadway maintenance strategies.
- Analyze performance metrics and trends; contribute to executive briefings, reports, and presentations.
- Assist with roadway maintenance contract administration, performance monitoring, and issue resolution.
- Coordinate responses to public records requests related to roadway maintenance programs.
- Participate in emergency preparedness, response, and recovery activities related to roadway maintenance.
- Support procurement activities including contract development, scope refinement, and coordination with selection processes.
- Support the development and implementation of roadway maintenance initiatives aligned with enterprise goals.
- Serve as a backup representative in emergency operations during major events.
- Ensure maintenance decisions align with enterprise priorities and customer outcomes.
- Support permitting activities, plan reviews, and regulatory coordination tied to roadway assets.
- Coordinate roadway maintenance planning and sequencing with construction, traffic operations, and emergency response activities.
- Operate as an embedded strategic leader within the Operations Centers, supporting real-time awareness without assuming day-to-day execution responsibilities.
- Strengthen consistency and accountability across roadway maintenance programs.
- Assist with oversight of work order systems and ensure data integrity across roadway maintenance programs.
- Assist with documentation, reporting, and communication efforts in coordination with the PMO and GEC staff.
- Support post-event damage assessment coordination and reporting.
- Provide program-level oversight across multiple Operations Centers to ensure consistent delivery and escalation practices.
- Support leadership with decision-ready analysis and completed staff work.

- Agency mindset and public stewardship
- ICS-300 certification (or ability to obtain).
- Bachelor’s degree in Civil Engineering, Construction Management, or a related field.
- Demonstrated ability to coordinate multidisciplinary teams and manage priorities across programs.
- Experience working within an Operations Center or enterprise delivery model.
- Minimum of 5 years of supervisory or program leadership experience in roadway maintenance, transportation operations, or infrastructure delivery.
- ICS-400 certification.
- Registered Professional Engineer (PE) in the State of Florida or ability to obtain by reciprocity.
- Driver's license with no major infractions with the ability to pass company MVR check.
- Program-level thinking and strategic alignment
- Strong written and verbal communication skills, including experience supporting executive-level briefings.
- Familiarity with GIS systems, performance dashboards, CMMS platforms, and operations management software.
