Track / review submittals, RFI's, RFC's, design submittals, shop drawings, product data, schedule, and work plans as it relates to change management.
Prepare necessary materials and lead the dispute resolution process such as Dispute Resolution Board (DRB) or other Alternate Dispute Resolution (ADR) process.
Attend/lead/record meetings to discuss changes with the contractor to fact-find details of the contractor's change requests.
Develop and maintain change management spreadsheets (Issues Log, change requests Log, Change order Log, etc.).
Coordinate with client's contract administration team to process and approve change orders.
Write technical scope for design and construction changes on contracts.
Coordinate Plan changes with estimating team.
Monitor site progress to support change review assessment.
Assist in the following: monitor contract compliance; interpret contract documents to determine merit for change requests; preparation of modifications/change orders; preparation of cost analysis and pre-negotiation plans, evaluation and resolution of claims and change requests; and preparation of close out documents; preparation of reports and other correspondence; interfacing with contractors and agency personnel; and other related work and duties.
Review plan submittals and identify change elements incorporated.
Research of contract documents to determine merit of the design / construction change requests and prepare position papers and technical responses on the validity or rejection of contractor change requests.
Review commercial claims for validity. Compare contractor submissions against market rates and productivities.

Field experience with an understanding and management of construction change process.
Bachelor's degree in civil engineering, architecture, construction management or other related field required.
Valid California Class C Driver License
Approximately ten (10) years of experience working on large construction buildings, marine and/or port projects required.
Technical writing skills for writing change orders, justification, and position papers is required.
Engineer-in-training or Professional Engineer registration is preferred.
