Program Manager

Description

The Program Manager role, reporting to the West or East Operations department, leads the regional federal portfolio for QGS. Based remotely across the Northeast U.S., the exempt position focuses on program P&L, client satisfaction, and compliance within the Acquire‑Comply‑Execute model, requiring regular travel to federal projects and partner sites.

• Serve as primary liaison with key stakeholders to build trusted relationships.
• Support Construction Operations with strategic advice and monthly progress reviews.
• Manage budget, schedule, and scope documentation for projects.
• Implement QGS stage‑gated delivery model from pursuit through closeout.
• Guide project movement through gates after compliance artifacts are complete.
• Lead planning and strategy for federal programs aligning with mission and regulations.
• Establish Integrated Program Teams across Operations, Safety/Quality, Finance, Supply Chain, IT/Cyber, and Compliance.
• Align resource allocation and share lessons learned across active projects.
• Identify and resolve program risks, issues, and bottlenecks with DOE and internal teams.
• Ensure compliance with FAR/DFARS, DCAA tracking, NIST 800‑171, CUI controls, and ISO 9001.
• Report program status to regional leadership and represent QGS at client meetings.
• Draft executive reports, presentations, and briefings for leadership and federal partners.
• Support proposal development, contract negotiations, and compliance tracking for DOE‑funded projects.

Requirements

The role demands up to 40% travel, including overnight stays, and involves occasional physical activities such as lifting 10‑30 lb and working in varied environmental conditions. The position requires the ability to obtain and maintain a federal security clearance.

• Own program financial performance, including backlog, margin, risk, and cashflow.
• 10+ years of program management experience with federal government, especially DOE.
• Proven ability to build relationships with senior government officials and internal stakeholders.
• Experience managing construction or craft‑labor projects.
• Strong interpersonal, communication, and leadership skills.
• Experience in matrix organizations overseeing Finance, Safety/Quality, HR, and Compliance.
• Knowledge of DOE operations, program expectations, and federal acquisition processes.
• Bachelor’s degree in public administration, business, engineering, or related field (advanced degree preferred).
• PMP or similar certification (required within 12 months of hire).
• Ability to obtain and maintain a federal security clearance.
• Familiarity with national laboratories, DOE program offices, or energy/environmental initiatives (preferred).
• Experience with regulatory compliance, research initiatives, or infrastructure modernization (preferred).
• Strategic, proactive, solutions‑oriented thinking (preferred).
• Travel up to 40% of time, including overnight trips to partner sites, conferences, and DOE locations.
