  • Coordinate with U.S. Army Reserve Command (USARC) G-3/5/7 to schedule Mission Command Assessment Team (MCAT) mission for prioritized units.
  • Coordinate with external organizations on all projected MCAT missions for participation as required.
  • Ensure units’ MCAT schedule is inputted into the Mission Analysis, Readiness and Resource Synchronization (MARRS) tool.
  • Attend planning events, training, and exercises to observe and record unit's Observations, Insights and Lessons Learned (OILs) regarding their communications capabilities and shortfalls.
  • Assist MCAT OIC/NCOIC by attending exercise planning conferences, meetings, and working groups.
  • Develop an “Individual LOE Mission Plan” (ILMP) for each assigned LOE that includes at a minimum; description of the mission, identification of work to be done (planning task), and milestones/deadlines for completion (timeline). The plan shall be submitted to the COR within ten business days of being assigned each mission and updated as required to assure currency.
  • Establish and maintain repository library for all Signal Readiness event on the USARC CIO/G-6 SharePoint portal according to the structure dictated by the government.
  • Develop and present upon request a Mission Command Network and Information Systems Readiness Dashboard using tools provided by the Government. Dashboard created with Government provided tools.
  • Act as liaison between the Geographical, and Functional (GFC) commands and USARC CIO/G-6 on Signal readiness, as well as other USARC Staffs as needed for training exercises.
  • Assist the Government with the implementation and sustainment of an USARC CIO/G-6 Mission Command Assessment Team (MCAT). Must be MCAT certified within 60 days of hire date.
  • Ensure the unit commander, S-3, and XO are fully briefed on MCAT mission, goals, objectives, and findings (scorecard) during in-brief/out-brief.
  • While performing the duties of this job, the employee is regularly required to sit, walk, climb, crawl, stoop, bend, squat, reach and stand for long periods of time.
  • Develop draft Operation Orders for each Fiscal Year prioritized units.
  • Consolidate and distribute daily situational report (SITREP) while on mission
  • Provide Government feedback as to status of unit progress.
  • Provide recommended Tactical C4IT and War Fighting Command, Control, Communications, Computers, and Information Technology (C4IT) Capability Reviews for government review and approval.
  • Provide recommendations for improvement to Government on LOE objectives.
  • Assemble team and conduct initial mission planning meeting.
  • Develop Get Well Action Plan. Action plan (get-well plan) for each assessed/assisted unit to include following up with the assessed/assisted units 90 days after providing action plan and again at 120 days.
  • Coordinate with USARC G-2 and the assessed unit to ensure the MCAT members are appropriately cleared for access to unit secure areas.
  • Maintain/update MCAT SOP/Brochure/CONOPs.
  • Produce and maintain briefings and other products required to provide a comprehensive understanding/view of MCAT Mission and function as the subject matter expert for everything MCAT.
  • Coordinate with units, Network Enterprise Centers (NECs) and other organizations/agencies as required to support Signal Readiness training exercises.
  • Post pre-mission checklist on the MCAT Portal in unit Repository three (3) weeks prior to mission date.
  • Gather all documentation from the mission and post/archive on the USARC CIO/G-6 portal.
  • Provide over-the-shoulder training on assigned LOE during MCAT mission based on unit needed.
  • Prepare a pre-mission brief outlining planned support and personnel assigned to the mission.
  • Ensure all pre- and post-mission support products are updated and available.
  • Provide MCAT Questionnaire and Read Ahead documents to unit three (3) weeks prior to MCAT event.
  • Develop and update USARC CIO/G-6 TTPs, SOPs/CONOPS.
  • Provide recommended tactics, techniques, and procedures (TTPs), trends analysis, and lessons learned/feedback to units, FORSCOM, Mission Command Training Complex (MCTC), and Training Division G-6.
  • Provide feedback to identify system limitations and make recommendations for system changes that would result in improved system performance if implemented.
  • Prepare an After Action Report (AAR) and post-mission brief for USARC CIO/G-6 Leadership detailing the results of the MCS evaluation and the unit’s way ahead to correct deficiencies; complete AAR and brief no-later- than (NLT) five (5) business days at the conclusion of a MCAT mission.
  • Maximize interoperability among existing and newly acquired assets and make recommendations for changes promoting common interfaces among functions and across components to achieve interoperability.
  • Produce weekly staff Situation Reports (SITREPS).
  • Manage the SharePoint and MilSuite collaboration pages within the Tactical Command and Control Communications and Computers (TAC C4) Branch.

  • Five (5) or more years of experience in battalion through theater-level tactical and operational network planning and operations.
  • Ten (10) or more years of G-6/S-6 operations experience.
  • Knowledge of Department of Defense (DOD) Enterprise, Network Operations (NetOps) concepts, applicable joint and service publications, and Army Reserve Signal capabilities.
  • Experience developing DOD or federal government documentation, manage technical writing tasks and conferring with customers, vendors or technical SMEs to edit and create documents.
  • CPOF/CPCE): Five (5) years of demonstrated experience operating and maintaining CPOF/CPCE.
  • Experience/knowledge of Mission Command Systems.
  • Validate MCAT mission date with unit.
  • In addition, a team member shall possess a minimum of 5 years of relevant and recent experience to support the three LOEs as listed below.
  • Experience/knowledge of Signal Warfighter Information Network-Tactical (WIN-T) communication systems.
  • Experience leading a team of employees in research of different practices and procedures to ensure quality and efficiency.
  • Tactical (WIN-T) Increment 1A or 1B. Knowledge shall include the completion of Network+, Security+, WIN-T INC 1A or 1B operator/maintainer, Joint Network Node (JNN)/Satellite Transportable Terminal (STT) operator/maintainer and Cisco Certified Network Associate (CCNA) training/courses.
  • Helpdesk Operations (Service Desk Operations): Experience/Knowledge of Helpdesk Operations (Service Desk Operations) at the tactical level.
  • Proficiency in MS Office Suite versions 2010/2013 (i.e., Excel, Outlook, Word, PowerPoint, InfoPath, and Visio).
  • Experience in conducting independent research and organizing information according to user’s needs.
  • Experience in developing briefing using Microsoft Suite tools to senior leaders and management.
  • Experience of preparing surveys and collecting customer feedback after services were provided.
  • Bachelor’s Degree in either Information Technology or Business Administration from a college or university that is accredited by a national or regional accrediting agency recognized by the U.S. Department of Education.
